SEND and Alternative Provision (AP) Strategic plan

Our vision is that we want all children in Wigan to be happy, healthy and safe, to feel listened to and to have the maximum opportunities to be ambitious. If children or their families need help and support it should be at the right time, by the right person and in the right place for them.

To achieve this, we want to be ‘brilliant at the basics’ in our practice and, by having creative and collaborative partnerships. We want our staff to feel supported, confident and skilled to help our children and families achieve their aspirations.

Our strategic plan, aligned to the missions within Progress with Unity, has been coproduced based on our collective understanding of the action we need to take to improve the experiences of children and young people with SEND as set out in our:

Joint commissioning

The Joint Commissioning Framework sets out our commissioning intentions and approach to joint commissioning as we continue to improve services for children and young people with SEND and their families.

Working alongside partners and families to co-produce this framework has provided an opportunity to ensure the aims and outcomes are based on the lived experience of our children and their families. We are continuing to listen to and work with families so that the services they receive are timely, of a high quality and right for them.

This framework and the feedback from the recent borough wide SEND survey informed our Joint Commissioning Strategic Plan.

Wigan Joint Strategic Needs Assessment (JSNA)

At Wigan we are committed to improve education, health and care services with strategic partners, parent carers and children and young people.

Please see below our Joint Strategic Needs Assessment (JSNA) for SEND. A JSNA contains a wide range of information to build an accurate understanding of the needs of children and young people who have SEND in Wigan.

SEND Partnership Board

Our SEND Partnership provides leadership, direction and is accountable for the SEND and Alternative Provision Strategic Plan. The board fosters collaboration across education, health, social care, and voluntary sectors to ensure cohesive and timely support for children and young people with SEND. Through its membership, the board promotes inclusive decision-making in shaping services and policies, ensuring all voices are heard and that decisions reflect shared accountability.
