The role of Authority Monitoring Reports is to monitor progress on local plan preparation and the performance of policies within the adopted Development Plan, namely the Wigan Local Plan Core Strategy.
The Local Plan Core Strategy includes a range of planning policies covering topics including housing, employment, health and the environment. The Authority Monitoring Report monitors each policy against a series of measurable indicators and a target generally seeking improvements on the 2011 baseline position. Some of the indicators monitored are directly influenced by planning such as housing completion rates and the loss of employment land to non-employment uses, whilst some are more contextual.
All councils are required to publish an Authority Monitoring Report annually.
