Tackling condensation, damp and mould in council housing

We are committed to ensuring that all our homes are safe, healthy, and free from hazards that could affect the wellbeing of our tenants. Our current Condensation, Damp and Mould Policy sets out how we identify, investigate, and resolve issues relating to damp, mould, and condensation in council homes, including our commitment to identifying root causes, carrying out repairs, and providing support to affected households.

Policy review and upcoming changes

Our current policy is currently under review following recent legislative changes, including the next phase of Awaab's Law (Phase 2) which extends statutory requirements beyond damp and mould to a wider range of housing hazards and introduces new expectations around investigation and response times.

As part of this review, we are updating our approach to ensure it reflects these latest requirements, strengthens our response to housing hazards, and supports the delivery of safe, healthy homes for all of our tenants.

The revised policy is due to be published in November 2026. Once approved, the updated policy will be shared with tenants and made available on our website.

Keeping our tenants informed

We are committed to keeping tenants informed about the implementation of the revised policy and our wider programme of improvements to housing repairs and maintenance services to ensure our tenants understand the changes being introduced, follow our progress and continue to influence how services are developed and delivered.

Tenant feedback remains an important part of our approach and will help shape ongoing improvements to our housing services. Updates will be shared through:

  • Tenant Focus Groups
  • Housing Advisory Panel
  • Tenant newsletters
  • Updates accompanying the rent statements
  • Our Tenant Engagement Facebook page updates

See our Tenant Voice page for further details.
