Wigan Borough is committed to fostering communities where everyone feels safe, valued, and included. Inclusion is not just a principle - it’s central to everything we do.

Recent discussions, particularly on social media, have highlighted the display of flags.

Wigan Council proudly flies the Union Flag from our public buildings and Believe Square, following established protocols aligned with other local authorities.

We have been asked, and are happy to clarify, that residents are free to display flags on private property. 

However, flags or street painting in public areas must not pose safety risks or result in criminal damage. Please be aware that the removal or clean-up of such displays can incur public costs.

We recognise that flags can evoke strong emotions and differing views. As always, we encourage respectful expression that reflects our shared commitment to inclusion and civic pride.
