The capital programme is produced primarily as an internal working document for elected councillors and officers. It identifies agreed capital schemes, showing the total cost of schemes and the projected phasing of those schemes over current and future financial years.
Additional schemes or amendments to existing schemes are incorporated in the capital programme following approval by Cabinet, who will have received a breakdown of scheme costs with anticipated phasing of spend, together with the identification of funding sources and estimated revenue costs to the council.
The capital programme is governed by reference to the capital strategy.
There is a regular monitoring process applied to the capital programme schemes involving the responsible officers. This results in financial reports to Cabinet identifying variances and the reasons for those variances.
Current capital programme
The current capital programme reflects the results of the 2016/17 first review for capital spend and resources, which together with changes to the anticipated programme for 2017/18 to 2018/19, were reported to Cabinet on 25th August 2016.
