Tenancy Support and Sustainment

We want to help you keep your home and feel confident managing your tenancy.

Our tenancy support and sustainment service provides practical, person‑centred help for council tenants who may need extra support to start, manage or sustain their tenancy. Whether you are new to your home or have lived there for some time, support is available if you are finding things difficult.

Who this support is for

This service is available to Wigan Council housing tenants, including:

  • New tenants who may need help setting up their home
  • Existing tenants who are struggling to manage their tenancy
  • People who may be at risk of losing their home
  • Care leavers moving into their first tenancy
  • People needing short‑term or longer‑term housing‑related support

You do not need to be in crisis to ask for help. Early support can prevent problems from getting worse.

How we can support you

Tenancy sustainment support helps you build the skills, knowledge and confidence needed to manage your home and meet your tenancy responsibilities.

We aim to support you to:

  • Maintain your tenancy and prevent avoidable eviction or homelessness
  • Live safely and independently in your home
  • Improve your health, wellbeing and financial stability
  • Develop independence, resilience and self‑reliance
  • Feel connected to your community and make a positive contribution

Support is:

  • Person‑centred – shaped around what matters to you
  • Flexible – based on your needs, not a set programme
  • Usually delivered in your home
  • Not time‑limited – support lasts as long as it is needed
  • Focused on independence – helping you manage confidently on your own

If you receive support, you will usually be allocated a named support worker who will work with you to agree goals and review progress.

What we can help with

Support is tailored to you, but may include help with:

  • Money and bills – budgeting, maximising income, applying for benefits, managing arrears and prioritising essential bills
  • Understanding your tenancy – your rights, responsibilities and conditions
  • Communication and organisation – dealing with post, completing forms and managing appointments
  • Setting up and managing your home – utilities, household routines and practical tasks
  • Accessing services – support with appointments and working with other agencies
  • Health and wellbeing – accessing health services and building healthy routines
  • Social inclusion – reducing isolation and building community connections

If your needs are better met by another service, we will explain this clearly and help you access the right support.

How to get help

You can refer yourself and you will be assessed by the service most appropriate to your needs.

Working with other services

We work closely with other council teams, health services and voluntary and community organisations. This helps ensure the support you receive is joined‑up, coordinated and focused on positive outcomes.

Safeguarding and confidentiality

Your safety and wellbeing are important to us.

We take safeguarding seriously and will act if we are worried about the safety of an adult or child. Information is handled sensitively and only shared when necessary and lawful, in line with data protection requirements.
