E-billing prize draw - Terms and Condiitons
The promotor of these prize draws is Wigan Borough Council of Town Hall, Library Street, Wigan, WN1 1DF (“Wigan Council”)
The prize draws are open to all residents of Wigan, aged 18 years or over, who are liable to pay Council Tax to Wigan Council and who have activated E-Billing on their MyAccount. The E-Billing status must be in place prior to the second closing date
Employees and Councillors of Wigan Council, and members of their immediate families or households, are not permitted to enter. In entering the prize draws, you confirm that you are eligible to do so and eligible to claim any prizes you may win. Wigan Council may require you to provide proof that you are eligible to enter the prize draws
The prize draws are free to enter and no purchase is necessary. Upon application for E-Billing, you will be automatically entered into the prize draws
Only one entry per household is permitted. Residents with multiple households will be entered once into the prize draws
The opening date for entries is 12 May 2025
The closing date of the first prize draw is 30 September 2025. Entries received after the closing date for the first prize draw will not be included in the first prize draw but will be included in the second prize draw
The closing date of the second prize draw is 31 January 2026. Entries in the first prize draw will also be included in the second prize draw. Entries received after the closing date for the second prize draw will not be included in the second prize draw
Wigan Council accepts no responsibility for entries not successfully completed due to a technical fault, technical malfunction, computer hardware or software failure, satellite, network or server failure of any kind
For each prize draw, three winners will be chosen by random draw supervised by an independent person on 3 October 2025 for the first prize draw (“First Draw Date”) and 5 February 2026 for the second prize draw (“Second Draw Date”) (together “the Draw Dates”)
The winners will be notified by email (using details provided at entry) within 28 days of each closing date. If a winner cannot be contacted or does not respond to Wigan Council within 28 days of notification, then the winner’s prize will be forfeited. In the case of the first drawn winner, Wigan Council will be entitled to award the first prize (£500.00 cash) to the second drawn name instead of the second prize (£250.00 cash), and random draw another winner for the second prize (£250.00 cash) in accordance with the process described above. If the second drawn winner cannot be contacted or does not respond, this process will continue until three winners respond and accept their prizes
The prize will be made available by Wigan Council for each winner to collect or will be sent to each winner by post (in the form of a cheque) within 28 days of being notified of their win
The prize for each winner is non-exchangeable, non-transferable and no alternative is offered
The decision of Wigan Council regarding any aspect of the prize draw is final and no correspondence will be entered into regarding it
Wigan Council must either publish or make available information that indicates that a valid award took place. To comply with this obligation, Wigan Council will send the surname of major prize winners, to anyone who emails
[email protected]
or write to Customer Experience and Support, PO Box 100, Wigan. WN1 3DS, within one month after the closing date stated in condition 8. If you object to your surname being published or made available, please contact Wigan Council. In such circumstances, Wigan Council must still provide the information and winning entry to the Advertising Standards Authority on request
Participants are deemed to have accepted and agreed to be bound by these terms and conditions upon entry. Wigan Council reserves the right to refuse entry, or refuse to award the prize to anyone in breach of these terms and conditions
Wigan Council reserves the right to hold void, cancel, suspend or amend the promotion where it becomes necessary to do so
Insofar as is permitted by law, Wigan Council will not in any circumstances be responsible or liable to compensate any winner or accept any liability for any loss, damage, personal injury or death occurring as a result of taking up the prize
This promotion is in no way sponsored, endorsed or administered by, or associated with any third party organisation
Personal data supplied during the course of this promotion will only be processed as set out in Wigan Council’s privacy policy. See also condition 15 with regard to the announcement of winners.
