Public health is the science and art of preventing disease, prolonging life, and promoting health through the organised efforts of society. It prioritises social justice and equity, promoting and protecting better health for all, leaving no-one behind.
Our vision
Public health became a statutory function of Wigan Council in 2013 through the Health and Social Care Act (2012). Our team, led by Rachael Musgrave, Director of Public Health and Laura Wharton, Assistant Director of Public Health, sits within the Directorate of Adult Social Care and Health, but has responsibilities for population health across the life course.
In line with Wigan’s Progress with Unity missions, our approach focuses on:
- Prevention and targeting the causes of the causes of poor health
- Tackling health inequalities
- Improving the health of communities and populations rather than just individuals
Utilising intelligence and insight, evidence-based approaches, and evaluation, we work with partners and communities to develop solutions for complex issues and improve outcomes for Wigan residents.
Public Health Annual Reports (PHAR)
All Directors of Public Health in England are required to produce an independent annual report on the health of their population, highlighting key health risks and opportunities for people in Wigan. The report also makes recommendations for actions that local organisations, communities and individuals can take to improve health and wellbeing over the coming year.
Joint Strategic Needs Assessment (JSNA)
The Joint Strategic Needs Assessment reports on the health and wellbeing needs of our residents. It brings together detailed information on local health and wellbeing needs and looks ahead at emerging challenges and projects future needs.
