Review of the Local Development Scheme

2.13 We updated our Local Development Scheme twice during the year ending March 2010.  We updated it on an interim basis in November 2009, by including a programme for preparation of a Greater Manchester Joint Minerals Development Plan Document, so that work on it could commence in that month.  In March 2010 we completed our update.

2.14 All references to an Allocations and Infrastructure Plan have now been removed. 

2.15 All remaining programmes have been updated to conform with the amended regulations.  'Preferred Options' is no longer a milestone.  Instead there is a new 'publication' milestone in advance of 'submission' to the Secretary of State.  

2.16 Difficulties in progressing our Core Strategy have been recognised and the programme for its preparation amended accordingly.  However, as we have since determined the need for additional public consultation prior to 'publication, it is already out-of-date and will need to be revised prior to 'submission'.

2.17 Similarly an amended programme has been included for preparation of the Greater Manchester Joint Waste Development Plan Document.  To date the programme is being met.

2.18 Two new development plan documents have also now been included, a 'new' allocations plan to follow on from the Core Strategy and an Area Action Plan for Central Wigan, including the town centre and Pier Quarter areas.  Work has commenced on the Area Action Plan in line with the milestone but both programmes will need to be revised to follow on from key milestones in the revised Core Strategy programme.
