Houses in Multiple Occupation Supplementary Planning Document

The council is currently preparing planning guidance on Houses in Multiple Occupation (HMOs), to help better manage their provision in the borough, improve the standards of accommodation provided, and reduce any detrimental impacts on neighbours. This should help to create better neighbourhoods and more balanced communities. 

HMOs are properties rented out by at least three people who are not from one household but share facilities such as a bathroom and kitchen. They provide a form of low-cost and flexible housing, particularly for people on low-incomes, young people and people on short-term contracts. However, there are concerns over the standards of some HMOs and high concentrations of them can be associated with problems and tensions in local neighbourhoods.

As part of its preparation, we are seeking views on key issues and potential approaches for inclusion in the guidance.
