Coronavirus - Changes to Licensing Services

In light of recent government advice about the coronavirus (COVID-19) we have had to make changes to the licensing service, including the suspension of some of our services.

These changes have been made to help minimise the risk and spread of the virus, and to keep our staff and our customers safe.

Our priority will be to ensure that existing licence holders and businesses can continue to operate, where possible.

Staffing / telephones

At the moment, most of our officers are working from home as advised by the government and this will unfortunately impact on the services we can offer, in particular telephone calls.

Taxi licensing

New drivers

We are currently not accepting any applications for new private hire / hackney carriage driver licences. 

Our priority at this time is to ensure that existing licence holders and businesses can continue to operate, where possible.

Renewal Drivers (badge)

The suspension of renewal applications has now been lifted and therefore if you wish to continue to operate as a private hire driver you must now apply for a new licence.  The application procedure has changed, and applications will no longer be submitted in person. 6-month vehicle inspections

6-month vehicle inspections resumed from 1st July 2020.

All proprietors due a 6 month vehicle inspection will receive an email to remind them about their inspection. Inspection times are subject to change, and proprietors will be notified of any changes that are relevant to them.

When attending the Council’s Depot for an inspection you must wear a face covering. Failure to do so may result in your inspection not being carried out.

Your vehicle must be disinfected before it's presented for inspection at the council’s Makerfield Way Depot.

COVID-19 early outbreak management

Public Health England have produced  guidance for hackney carriage and private hire services on what they should do to manage a possible outbreak. This information provides key steps to quickly identify and contain any potential COVID-19 outbreak.

Animal Activity Licences

Due to COVID-19 we have reviewed our processes to ensure we can comply with our legal responsibilities to safely inspect premises and be able to determine applications. We will now be doing this in a two-stage process, which will initially involve a remote assessment, followed by a site inspection. It is hoped that by completing most of the assessment remotely via phone, that the time spent on site to carry out the physical inspection will be considerably less. 

  1. Remote Assessment – These will usually take place within 4 weeks of an application (subject to receipt of all relevant documentation)
  2. Site Inspection – These will usually take place within 8 weeks of an application
