Local Restrictions Support Grants (LRSG) for businesses

If you've previously been awarded LRSG funding of any kind, you do not need to make another application for the next cycle of restrictions starting on 2nd December 2020. You’re payments will continue and be adjusted depending on the restriction your business is under.

If your business has been affected by COVID related government restrictions, you may be eligible for a Local Restrictions Support Grant (LRSG).

There are four grant schemes available:

  • LRSG Open (Tier 2) - aimed at hospitality, hotels, bed and breakfast, and leisure businesses who were open during Tier 2 restrictions but whose trade suffered as a result
  • LRSG Closed (Tier 3) - aimed at businesses such as wet pubs, soft play centres, adult gaming centres etc. who were subject to government mandated closure during Tier 3 restrictions
  • LRSG Addendum (National Lockdown) - aimed at retail, hospitality and leisure sectors forced to close due to the national lockdown enforced from 5th November 2020
  • LRSG Sector - aimed at nightclubs, casinos and sexual entertainment venues who have been under mandated closure since March 2020.

Are you eligible?

To be eligible for the four LRSG schemes, you must meet all of the following criteria:

  • The business was subject to the restriction relevant to the grant scheme on the date the restriction was put into place
  • The business was liable for Business Rates at the point the relevant restriction was put into place
  • The business was open and trading to the public at the point the restriction was put into place and throughout the award period
  • The applicant is the owner or director of the applying business
  • The applicant was leasing or owned business premises / a business work base within Wigan borough at the point the restriction was put into place and throughout the award period
  • The business was not in administration, liquidation or dissolved at the point the restriction was put into place throughout the award period
  • The business complies with State Aid rules – view State Aid guidance (external link).

If you're not liable for Business Rates at your property or your business type is not one of the main types covered by the LRSG, you may be eligible for a discretionary grant.

How much will you receive?

The amount you receive is based on the rateable value of the business premises, which is determined by the Valuation Office Agency.

You will find the award levels for each scheme listed below.

Where restriction periods are less than the stated pay cycles below, pro rata awards will be made.

LRSG Open (Tier 2)

  • Rateable value of £15,000 or less - £934 for each 28 day restriction period
  • Rateable value between £15,001 and £51,000 - £1,400 for each 28 day restriction period
  • Rateable value of £51,001 or more - £2,100 for each 28 day restriction period.

LRSG Closed (Tier 3)

  • Rateable value of £15,000 or less - £667 for each 14 day restriction period
  • Rateable value between £15,001 and £51,000 - £1,000 for each 14 day restriction period
  • Rateable value of £51,001 or more - £1,500 for each 14 day restriction period.

LRSG Addendum (National Lockdown)

  • Rateable value of £15,000 or less - £1,334 for each 28 day restriction period
  • Rateable value between £15,001 and £51,000 - £2,000 for each 28 day restriction period
  • Rateable value of £51,001 or more - £3,000 for each 28 day restriction period.

LRSG Sector

  • Rateable value of £15,000 or less - £667 for each 14 day restriction period
  • Rateable value between £15,001 and £51,000 - £1,000 for each 14 day restriction period
  • Rateable value of £51,001 or more - £1,500 for each 14 day restriction period.

How to apply for the LRSG

Before you apply, you must have the following information available to complete your application:

  • An electronic version of your latest bank statement. This is to protect your business against fraud and error
  • Your 12 digit Business Rates reference. This begins with a 5 and can be found on your latest Business Rates bill or letter.

Not eligible? You may qualify for the Discretionary Local Restrictions Support Grants

If your business has met all of the eligibility criteria for the Local Restrictions Support Grants, but you’re not liable for business rates at your property or your business type is not one of the main types covered by the grant, you may be eligible for the Discretionary Local Restrictions Support Grants.

Before you apply, you will need an electronic version of your latest bank statement and your current signed property lease / mortgage statement.

If you have a Business Rates liability, you will also need your 12 digit Business Rates reference beginning with a 5.

Awards are the same as the Local Restrictions Support Grants award levels. These levels are based on the rateable value of the business premises, which is determined by the Valuation Office Agency or the size of the business applying (if there's no Business Rates liability).
