Cabinet is requested to:

  • Authorise the renewal and extension of the Select Provider List for the provision of Domiciliary Care and Support Services as outlined within this report.
  • Delegate authority to the director of Adult Services to amend the Select Provider List as appropriate under delegated powers.
  • Authorise the limited use of spot purchasing to encourage development of the local external market up to a maximum value per provider of £50,000 per annum.

1. Background

1.1 At its meeting of 23 rd July, 2001 the Strategy (Resources) Sub Committee gave its authorisation to implement a Select Provider List for the provision of domiciliary care services.

1.2 The proposal to develop a Select Provider List recognised that the Social Services Department’s commissioning arrangements would determine the future shape of the care market from which services would be purchased.

1.3 As well as helping users and carers to maximise the control they have over their care, Social Services Departments needed to address how they could make services more user-responsive. This requires Departments to have effective mechanisms to help promote choice through their contracting arrangements.

1.4 The Select Provider List has now been in operation for the past 5 years and has been utilised to obtain expressions of interest from Service Providers for a range of Social Care Services. The list has been updated and expanded ,with Cabinet approval, on an annual basis since July 2001.

1.5 During the past twelve months a number of companies have enquired regarding their inclusion on this list, and as a result of this and in view of the general objective of further developing the provision of services within the Borough, a decision was taken to ask these Service providers to make application for inclusion on the Select Provider List.

1.6 Based on the general objective detailed in point 1.5 it was also decided to advertise appropriately for expressions of interest from any other interested parties who would wish to be included on the list.

2. Expressions Of Interest

2.1 Of the 42 companies/organisations who expressed an interest 25 companies subsequently completed a select provider questionnaire.

3. Evaluation Panel Findings

3.1 The Select Provider Evaluation Panel was made up of a Service Manager, Contracts and Projects Section, officers from the Contracts and Projects Section and officers from Specialist Teams including Mental Health, Physical Disabilities, Older people and Older People Mental Health.

3.2 An initial analysis of the submissions was prepared by the Contracts and Projects Section and a company search was undertaken by the PPI team.

3.3 Based on the information provided by each of the companies, the Panel and in particular each specialist representative took the opportunity to examine each company/organisation’s application in respect of their business experience and track record within each specialist area, customer knowledge, their proposals for managing and operating their services within the Wigan Borough and quality aspects of their proposed services.

3.4 Ultimately the objective was, both collectively and individually, for Panel members to identify whether a particular company/organisation should be recommended for inclusion on the Select Provider List. Because not all companies/organisations identified a range of skills and experience in all specialist areas the Panel members were also required to determine which specialist areas would be commissioned from each Service Provider.

3.5 The attached list indicates the details of existing providers on the list and 17 companies/organisations which the Evaluation Panel concluded should be recommended for addition to the Select Provider List. The listing also indicates the specialist areas where the Panel felt it would be appropriate to commission services.

3.6 The Evaluation Panel agreed that the listing, where appropriate, would be subject to receipt of satisfactory outstanding references.

4. Proposals

4.1 Authorisation is sought from Cabinet to renew and extend the Select Provider List as per the attached listing of companies/organisations for a period of one year.

The Select Provider List will form the core from which the future commissioning of Domiciliary Care and Support Services will be undertaken. However, in exceptional circumstances, due to issues around specialist provision, it may be necessary to commission services from companies who are not included on the Select Provider List.

4.2 Authorisation is sought to delegate authority to amend the Select Provider List as appropriate to the Director of Adult services under delegated powers.

4.3 Authorisation is also sought to use the Select Provider List for Domiciliary Care and Support on a limited basis to commission services on a spot purchase basis to encourage the development of the market. It is proposed that this is limited to £50,000 per provider, which equates to around 10 packages of care based on a ‘typical’ package of care for a substantial / critical service user. Controls will be developed to ensure that the level of business offered to providers does not exceed this limit.

5. Conclusion

Approval of the above proposals will renew and extend the Select Provider List and thereby offer further opportunities to develop the Domiciliary Care Services market, test for best value, give a wider range of choice and further fulfil the objectives outlined above within the background to this report.
