Background

1. Cabinet is requested to consider a draft programme of dates and times of meetings for 2007/08 and refer it to all Committees and Panels for comment.

Proposals

2. The enclosed draft programme of meetings of the Council, Committees and Panels has been prepared on the basis that the Council will continue with an eight week cycle during 2007/08.

Should Cabinet approve the programme, Members' attention is drawn to the following:-

  1. The January/February 2008 cycle of meetings has been moved by one week to commence with the Council meeting on Wednesday, 9 January 2008. Moving the Council meeting to the new date will give Members and officers more time to prepare for the meeting after Christmas/New Year. The shaded areas highlight the meetings which are affected by the change.
  2. Meetings of the Licensing Committee and the Licensing Sub-Committee are arranged on an ad hoc basis.
  3. Meetings of the Overview and Scrutiny Committee on 10 September 2007 and 14 January 2008 will consider the Forward Plan for the periods commencing 1 October 2007 and 1 February 2008 respectively. In both cases, the Council will be able to comply with publication of the Forward Plan at least 14 days before the start of the periods as required by the Council's Constitution. With regard to the period commencing 1 June 2007, the Overview and Scrutiny Committee will need to arrange a Special Meeting during the early part of May 2007 to comply with the Constitution. Alternatively, the Committee can approve the Forward Plan at its meeting on 21 May 2007 and waive the 14 day requirement.
  4. Local Elections in 2008 will be held on Thursday 1 May 2008.
  5. Annual Meetings of the Council on 16 May 2007 and 14 May 2008 will commence at 2.30 p.m.
  6. Community Protection Panel is scheduled to be held on Monday 28 May 2007 (Spring Bank Holiday). An alternative date is required.
  7. The Council meeting on 27 February 2008 includes fixing Council Tax.
  8. An a dditional meeting of the Regulation Committee is fixed for 25 April 2008.
  9. Additional meetings of the Cabinet are fixed for 24 April and 8 May 2008.
  10. An a dditional meeting of the Planning Committee is fixed for 29 April 2008.

Alternative Options Considered and Reason for the Recommended Option

3. Not applicable.

Conclusions

4. The Cabinet is requested to approve the draft programme of dates and times of meetings for 2007/08 now submitted and refer it to Committees and Panels for comments in the next cycle of meetings.
