1.1. On 16 th and 24 th April 2006 reports were presented to Cabinet on the review of provision for pupils with emotional, behavioural and social difficulties. The reports outlined the response to the second phase of consultation conducted between 9 th February 2006 and 14 th March 2006 and outlined options for the reorganisation of the current Pupil Referral Unit provision within the borough.
1.2 The reports provided a detailed summary and analysis of the responses to the consultation exercise, an explanation of the conclusions reached by Senior Officers and a series of recommendations. At the Cabinet meeting on 24 th April it was resolved that:
The Cabinet requests the Director of Children and Young People’s Services to r econfigure the existing PRU provision to provide two Key Stage 2 Pupil Referral Units and one Key Stage 3/4 Pupil Referral Unit on three sites.
1.3. The overall responsibility for the organisation and management of Pupil Referral Units lies with the Local Authority. PRUs do not therefore have Governing Bodies with the same range of powers and responsibilities as school governing bodies, instead they have a Management Committee whose role and remit is defined by the Local Authority.
1.4. In order to proceed with the reconfiguration of the Pupil Referral Units it is necessary to establish a new Management Committee for the new PRU provision. The new Management Committee will be established with effect from December 2006 and will run in parallel with the current Management Committee for the existing PRUs until August 2008, at which point the current Management Committee will cease to exist.
1.5. The attached Terms of Reference for the new Management Committee (see Appendix 1) have been developed following a review of the Terms of Reference and the current working practices of the current PRU Management Committee.
2.1. That Cabinet approve the draft Terms of Reference of the Management Board for the new Pupil Referral Units to be opened in September 2008 as a result of the Review of Provision for Pupils with EBSD.
