Background:

1. Cabinet is requested to consider a draft Programme of Dates and Times of Meetings for 2006/07 and refer it to all Committees and Panels for comment.

Proposals:

2. The enclosed draft Programme of meetings of the Council, Committees and Panels has been prepared on the basis that the Council will continue with an eight week cycle during 2006/07.

Should Cabinet approve the programme, Members' attention is drawn to the following:-

(a) Meetings of the Licensing Committee are arranged on an ad hoc basis.

(b) The Adult Services Panel is now scheduled to meet at 6.00 p.m. and not 3.00 p.m.

(c) Meetings of the Overview and Scrutiny Committee on 11 September 2006 and 8 January 2007 will consider the Forward Plan for the periods commencing 1 October 2006 and 1 February 2007 respectively. In both cases, the Council will be able to comply with publication of the Forward Plan at least 14 days before the start of the periods as required by the Council's Constitution. With regard to the period commencing 1 June 2006, the Overview and Scrutiny Committee will need to arrange a Special Meeting during the early part of May 2006 to comply with the Constitution. Alternatively, the Committee can approve the Forward Plan at its meeting on 22 May 2006 and waive the 14 day requirement.

(d) Annual Meetings of the Council on 17 May 2006 and 16 May 2007 will commence at 2.30 p.m.

(e) Community Protection Panel is scheduled to be held on Monday 29 May 2006 (Spring Bank Holiday). An alternative date is required.

(f) The Council meeting on 28 February 2007 includes fixing Council Tax.

(g) An additional meeting of the Regulation Committee is fixed for 27 April 2007.

(h) Additional meetings of the Cabinet are fixed for 26 April and 10 May 2007.

(i) An additional meeting of the Planning Committee is fixed for 1 May 2007.

(j) Opposition Leaders' Briefing Meetings have been incorporated into the programme.

4. The Cabinet is requested to approve the draft programme of dates and times of meetings for 2006/07 now submitted and refer it to Committees and Panels for comments in the next Committee cycle.
