LSP's bring together local level representatives from the public, private, community and voluntary sectors in a single strategic body to develop and deliver a vision for an area. The LSP has a duty for the development and delivery of the borough's Sustainable Community Strategy.

LSP's are also responsible for the delivery of the 2008/2011 Local Area Agreement.
The core role for the LSP is to build consensus on how partners would like to see an area change over the next 10-20 years and establish key priorities to help achive this change.

The LSP in Wigan is made up of 4 core elements that work towards achieving strong partnership support for the priorities agreed in the Sustainable Community Strategy.

At the heart of the LSP are 4 Thematic Delivery Partnerships. Each partnership is responsible for developing and delivering strategic action plans in response to the 4 priorities set out in the Sustainable Community Strategy and Local Area Agreement.

3. Localities - Townships and PACT's
Townships
There are 10 Townships in the Wigan Borough. Each Township has Township Forums that are responsible for identifying local priorities, developing local action plans and aligning them with the Sustainable Community Strategy and Local Area Agreement.
PACT's (Partners And Communities Together)
PACT's are a community engagement process that enables communities to let us know what's important to them. PACTs focus on:
- Local level delivery
- Community participation
- Facilitation of local area joint working
4. Community Networks
There are many Community Networks across the borough that reflect a broad and diverse range of interests and community needs. Community Networks are an integral part of the LSP.
Encompass is the main strategic body of the LSP that brings together all of the Community Networks in the borough.

The LSP is proud of its partnership working across the borough and each year holds a partnership convention. The convention is an opportunity for all partners to come together and share their successes, review progress and discuss priorities for the coming year.
