Kevin Anderson - Portfolio Holder - Environment

Responsible for: Operationally, building up safer communities with police and other partners and stronger communities based on sustainable and affordable housing.

Operational delivery of the services – waste, highways, environmental protection, environmental health and licensing.

Waste management, looking at the long-term recycling and future management of the borough’s waste.

Efficient functioning of the borough’s highways network, and taking forward issues such as congestion, community safety, cleansing and environmental health.

Keith Cunliffe - Portfolio Holder - Adult and Social Care 

Responsible for: Issues relating to supporting people’s improved health and wellbeing in Wigan, including relationships with health partners.

The commissioning of effective services which promote independence, safeguarding people when necessary and providing mechanisms which enable everyone to make informed choices.

Support for older people and adults with disabilities and for their carers.

Susan Loudon - Portfolio Holder - Children and Young Peoples

Responsible for:  Issues and services for the age range 0 -19.

Working with over 140 schools across the borough and supporting all young people.

The People Directorate works with services such as hospitals, schools and leisure centres to help and support all children and young people work towards five key outcomes to:-

• Be healthy
• Stay safe
• Enjoy and achieve
• Make a positive contribution
• Achieve economic wellbeing

Equality in localities/individuals and issues concerning young people.

David Molyneux - Portfolio Holder - Regeneration
(and Deputy Leader of the Council)

Responsible for: Strategically, this role covers planning, transportation, delivery of future housing, infrastructure, economic development and green infrastructure needs.

Ensuring that there is a diverse range of housing to meet the borough’s needs and taking advantage of Wigan’s key strategic location between the M6 and the M61, and on the west coast mainline.

Increasing the borough’s educational attainment and skills, along with revitalising our towns and district centres.

Working with key partners in the private and public sectors to secure inward investment and market Wigan as a key partner in Greater Manchester and the wider region.

The Places Directorate has an important role in making Wigan Borough a prosperous and attractive place to live. This means planning for jobs, homes, shops and leisure, protecting both the environment and the borough’s residents to ensure that everyone, regardless of age, gender or affluence, shares in the opportunities on offer.

Chris Ready - Portfolio Holder for Housing and Leisure Client/Communications

Responsible for: Customer focus in service delivery and personalisation/communication. 

Adopting the ‘one department, one council’ theme, the Resources Directorate provides the strategic lead for outward-facing services across the council in terms of commissioning (for example, the Joint Service Centre), organisational development, reputation management, policy support and performance management.

The Resources Directorate also has the role of ensuring that policy relating to equality and diversity is adhered to by individuals and services offered by the council.

Peter Smith - Executive Leader (and chairman of the Cabinet)

Responsible for: Council strategy (including budget); partnership working; and external relations at sub regional, regional and national level.

Ged Bretherton - Portfolio Holder for Corporate Resources/Customer  

Responsible for: Efficiency across the authority and in collaboration with other authorities.

The Resources Directorate has the role of ensuring that the council has high standards of accountability. It monitors how well resources are used, which includes technology, property, finances and people.

The Resources Directorate is taking the lead on improvement and efficiency, and transforming the way the council works and serves its customers, providing joined-up, ‘connected’ services in a customer-focused environment, and adopting the ‘one department, one council’ theme.

The portfolio includes responsibility for human resources, and links to the Communication Portfolio in relation to its strategic lead for outward-facing services across the council in terms of commissioning (for example, the Joint Service Centre).
