The council is concerned that development should not be undertaken without planning permission first being granted and that conditions attached to permissions are fully complied with. We employ planning enforcement officers to investigate complaints of unauthorised development. In most cases they are able to discuss problems with developers and resolve them without recourse to formal action.
However, following the coming into force of the enforcement provisions of the Planning and Compensation Act 1991, the council has greater powers to ensure that unauthorised developments are quickly and effectively dealt with. Persons carrying out such developments now risk fines of up to £20,000.
How to report an alleged breach of planning control
If you suspect an alleged breach of planning control you can report it for investigation by completing our form for reporting alleged breaches of planning control. You will receive an electronic acknowledgement to confirm receipt when you submit your form. You will also receive a written acknlowledgement giving you a case reference number within 5 working days.
Alternatively, you may wish to telephone the Environmental Services Department on 01942 404270 and ask for the enforcement officer for your area. You can also email us at environmentalservices@wigan.gov.uk or put your complaint in writing to the Director of Environmental Services.
Our policy is to keep the identity of the complainant confidential while investigating complaints. However, in some cases we may request individual members of the public to support us in formal proceedings.
You can now view details of alleged breaches of planning control currently under investigation and those investigations closed within the last 12 months. Planning enforcement notices are also available for the past 5 years.
