Re-use of Employment Land and Buildings

There is considerable demand on employment land for other uses, notably housing. We need to safeguard land for employment uses in support of employment and the local economy.

The primary employment land resource in the borough is safeguarded as ‘primary employment areas’ under Policy EM1A.

This supplementary planning document applies to re-use or redevelopment of employment land and buildings outside of primary employment areas. It sets out guidance on what has to be demonstrated in order to satisfy one of the criteria in Policy EM1B. Only one criterion needs to be satisfied to comply with that policy. The issues concerned are:

  • the viability of the site for continued employment use
  • the environmental legacy or other environmental impact of the existing or past use
  • the architectural or historical interest of the site
  • the need to regenerate the employment site
  • the regeneration benefit of redevelopment or reuse for other uses
  • the need for the alternative development or use
  • the size of the site and its proximity to other employment uses
