The Greater Manchester authorities consider that this arrangement offered the most potential for efficient and effective working on detailed waste planning matters.
Wigan Council has resolved to formally adopt the Waste Development Plan Document with effect from 1st April 2012.
The Waste Development Plan Document (the 'Waste Plan') identifies how Greater Manchester will deliver the spatial vision for waste development to 2027. The Waste Plan sets out polices to guide future waste development and identifies sites and areas suitable for the location of waste development across Greater Manchester to 2027. The Waste Plan allocated seven sites within Greater Manchester specifically for waste management uses, and identifies a further 26 areas which are considered suitable locations for a range of waste management uses. One site, three area and one residual waste disposal site have been identified in Wigan Borough:
Site - W4 CA Site at Makerfield Way, Wigan.
Areas - W1a Miry Lane Employment Area, W8a Ince Moss Junction Sidings, Cemetery Road and W13a Martland Park, all in Wigan.
Residual waste disposal site - W21 Whitehead Landfill, Astley.
The Waste Plan production has been accompanied by a Sustainability Appraisal, which sets out the likely social, economic and environmental effects of the policies and proposals. The Waste Plan forms part of Wigan's Local Development Framework (LDF) and has been produced following extensive public consultation. Monitoring measures are outlines in the Waste Plan.
The Waste Plan was considered by an independent Inspector as part of a Public Examination between February and November 2011. The Inspector's Report was published on 18th November 2011 and concluded that the Waste Plan was 'sound', subject to two soundness changes. The Report also endorsed other minor changes that the Council's suggested. The adopted Waste Plan incorporates the recommendations of the Inspector.
