It will set out the council’s spatial vision and strategic objectives and will contain the spatial strategy for the borough, core policies and a monitoring and implementation framework with clear objectives for achieving delivery.
It will include a written statement with core policies and key diagram. The key diagram will show broad locations and key strategic sites to meet development requirements, transport needs and address environmental, social and economic issues.
We published our Preferred Options for consultation in June 2009. In October we had an advisory visit from a Planning Inspector, David Vickery. Mr Vickery’s advisory note (.pdf, 63Kb) sets out what we need to do to achieve a ‘sound Core Strategy’ before we get to the ‘Publication’ stage. ‘Publication’ is the next full stage of consultation. It is scheduled for late Summer 2010.
The core strategy has to be in general conformity with the regional spatial strategy and should link closely to the community plan. It should also draw on other strategies that have implications for the development and use of land, including the local transport plan.
It has to be informed by a robust and credible evidence base and sustainability appraisal and be the subject of extensive community and stakeholder engagement.
All other development plan documents in the local development framework should be in conformity with the core strategy.
