Planning Consultations

In order to explain how we carry out consultation on town planning matters, we have prepared a Statement of Community Involvement.

Community involvement in the planning application process

Wigan Council, acting as Local Planning Authority for the borough, is committed to involving the community in the determination of planning applications. This leaflet explains how applicants and their agents can play their part in fulfilling this commitment during the preparation of their proposals.

How we consult on planning applications

A weekly list of all applications is sent to Councillors, libraries and on request to members of the public.

Individual consultation letters are sent to neighbours who we consider are likely to be affected by a proposal. We would normally allow 24 days to receive comments. Where proposals are likely to generate wider interest, a site notice may be posted, with 21 days allowed for people to give their views.

Larger developments are advertised in the local paper. In such cases 14 days are allowed for responses from the public.

Before determining planning applications, we will consult with the appropriate authority or agency specified in the Town and Country Planning (General Development Procedure) Order 1995 and any subsequent amendments. For example, we will consult with the Environment Agency where an application would involve development adjacent to a river.

In such cases relating to consultees outside the council, appropriate details will be supplied sufficient for the proposal to be assessed and the consultee will be given a period of 21 days to respond in writing. We will give due consideration to all such consultations responses received.

The Director of Environmental Services will consider the consultation responses which are received within the specified period of time. If an application needs to be considered by the Planning Committee, the response will either be summarised in a report or copied and circulated to Council Members with the Committee papers.

If amendments are submitted consultees may be notified again if the changes are important.
