Fees and Charges

Building Control charges applicable from 1 December 2008 to reflect the change in VAT.

The fees are based on regulations laid down by the government and are administered by the council.

There are three types of Building Regulation fees:

  • Plan and Inspection fees - for Full Plans applications only
  • Building Notice fees - for Building Notice applications only
  • Regularisation fees - for Regularisation applications only

Plan fee

This is paid on the deposit of a Full Plans application. This charge covers our costs in administering the application and checking your plans and specifications.

Inspection fee

This is payable after the first inspection has been made on a Full Plans application. We will issue an invoice for this. The charge covers our costs in visiting the site, inspecting the work and issuing a completion certificate.

Building Notice fee

This is payable when the Notice is deposited with us. This charge covers all our work involved with your project including the site inspections and any design checking.

Regularisation fee

This must be paid when you deposit a Regularisation application for unauthorised work. The charge covers all administration, checking and site inspections.

Disabled persons

Fees are not payable where the work is solely to provide access to, facilities in or extension of, existing buildings for people with disabilities.

Estimated cost

This means a reasonable estimate that would be charged by a professional builder excluding professional fees and VAT for the work to each building. It is not a DIY cost and we reserve the right to challenge any estimate that we do not consider appropriate. For commercial applications with more than one building, the cost of each building should be stated and the charge calculated for each building separately.

Floor area

Certain fees are based on floor area. This means the floor area calculated by measuring the distance between the finished internal faces of the walls enclosing the area. If there is no enclosing wall, the measurement should be taken to the outermost edge of the floor.

Payments

You can pay the fees by cash, cheques made payable to Wigan Council or by the following credit or debit cards.

Value Added Tax

VAT is payable on all charges except Regularisation charges and is included in the following tables at 15%.

Table one (.pdf, 244Kb) refers to charges for the erection of new houses and flats up to 300m2 and not more than three storeys high including any basement storey. For dwellings over 300m2 or more than 3 storeys use table 3.

Table two (.pdf, 231Kb) refers to the charge for certain small domestic extensions and alterations.

Table three (.pdf, 234Kb) refers to other proposed building works which are not contained within tables 1 and 2. This can include internal alterations, such as creating or widening an opening in a wall, removing a chimney, installing new drainage or for electrical work, which is not carried out in connection with the erection of a building or extension. This table is also used for the erection or alteration of commercial and industrial buildings.

Table four (.pdf, 229Kb) refers to the charge for Regularisation applications. This covers any type of work. The regularisation procedure is a way to apply for approval for work that has already been carried out which did not have approval at the time the work was done. There is no guarantee that you will receive approval and we may ask that you provide drawings and calculations to support the application. We may also ask that you open up or expose parts of the work for inspection.

Table five (.pdf, 230Kb) refers to the charge for replacement windows and doors in buildings other than houses and flats.
