The aim of this bulletin is to give the public advance notice of road works in the Wigan Council area. The Council recognises that roadworks can cause inconvenience and it is hoped that this information helps to minimise delays and other problems associated with the works. Every effort has been made to provide accurate and the most up to date information available but it is not intended to be a definitive list and cannot cater for works carried out at short notice. The Council also reserves the right to make changes to the programme if emergencies arise.
1. Noth West Gas Alliance
National Grid Gas in partnership with Balfour Beatty are carrying out major Gas Mains replacement around the Borough of Wigan. The work is part of a five year plan to update the gas mains infrastructure to minimise the risk of leaks and make the system more efficient.
Work carried out on major routes that are likely to cause congestion will be published in this bulletin.
Twist Lane / Wigan Road / Firs Lane, Leigh
Work continues up Firs Lane to Carr Street under 2 phase temporary traffic signals for approximately 2 weeks.
Leigh Road, Leigh
Mains replacement work is presently being carried out near to the junction with Prescott Street.
Prescott Street has now reopened to through traffic although work will continue under temporary traffic signals in the vicinity until the end of August.
St Helens Road, Leigh
Work commenced on Monday 2nd August 2010 for 3 weeks, from outside house No 115, working towards the junction of Diamond Street.
Temporary traffic signals will be in operation for the duration of the works.
Inaddition Gas Alliance must replace a section of gas mains from Leigh Canal Bridge to Spinning Jenny Way. To carry out this operation safely the road will become one-way travelling in a northerly direction only from Saturday 28th August until Saturday 11th September 2010.
Vehicles will need to divert via Twist Lane, Atherleigh Way.
Etherstone Street, Leigh
As part of the works on St Helens Road the Gas Alliance teams need to connect the gas mains into Etherstone Street. Unfortunately the connection is in the carriageway and Etherstone Street requires closing at the junction with St Helens Road.
The closure will come into effect on Saturday 21st August for 5 days. Vehicles will need to divert using Diamond Street.
Westleigh Lane, Leigh
Work commenced near to School Street on Monday 26th July 2010 and travelled towards the junction of Harbern Drive. The lights will continue to Corner Lane until late August 2010.
Wigan Road, Leigh
Connection work is due to take place near to Ashby Grove on Saturday 28th August 2010 for 1 day only.
Temporary traffic signals will be in operation for the duration of the works.
2. Marsh Green / Kitt Green Road, Wigan
Carriageway resurfacing commenced on Marsh Green / Kitt Green Road on Tuesday 10th August 2010 for 4 weeks.
To carry out the work safely the road will be closed in sections as the works progress between Hunter Road and City Road.
A signed diversion will be in operation via Scot Lane, Montrose Avenue, City Road.
3. Coppull Lane, Swinley
The Environment Agency is carrying out construction work on this road.
As a result Coppull Lane was closed to traffic from High Street except for access for residents.
The closure commenced on Monday 4th January 2010 for 18 months.
4. Plank Lane, Leigh
Drainage works commenced on Monday 12th July 2010 near to Horrocks Street with an original expected end date of early August 2010. However the work has encountered major problems and the temporary traffic signals will be in place at all times until early October 2010.
The work is in connection with a new development around the area.

5. Liverpool Road, Ashton
Wigan Council Bridge Section commenced structural maintenance work on Garswood Park Bridge over Millingford Brook on Monday 2nd August 2010. Temporary traffic signals are in operation at all times until Friday 10th September 2010. Delays will be expected.
6. Windermere Road, Leigh
A private contractor is due to carry out a sewer connection near to the junction of Glebe Street on Tuesday 17th August 2010 with an estimated end date of Thursday 26th August 2010.
Temporary traffic signals will be in operation for the duration of the works.
7. Scot Lane, Martland Mill
Work will commence on Scot Lane River Bridge (River Douglas) on Tuesday 31st August for 11 weeks. Traffic disruption should be kept to a minimum because two way traffic will be in place for the majority of the work however there could be operations that require shuttle working (e.g. temporary traffic signals) for short durations.
8. Tyldesley Road / Shakerley Road / Castle Street, Tyldesley
Carriageway resurfacing commenced on Monday 23rd August on Tyldesley Road from Lord Street to Shakerley Road. Temporary traffic signals will be in operation during off peak periods. Work is expected to be completed on Sunday 29th August 2010.
9. Swan Lane / Alder Lane / Hindley Road, Hindley
Carriageway resurfacing commenced on Swan Lane between Atherton Road and Green Lane on Monday 16th August 2010. Temporary traffic signals may be in operation whilst the work is undertaken for approximately 3 weeks.
Furthermore, the Environment Agency will need to repair a water culvert at the junction of Swan Lane / Alder Lane / Hindley Road from the 6th September until the 18th October 2010. Temporary traffic signals will be in operation at all times.
Forthcoming Road Closures
Warrington Road / Bickershaw Lane / Lilly Lane, Abram
Carriageway resurfacing will be carried out on Warrington Road from Car Street to Bickershaw Lane. To carry out the works safely the following road closures will be in place on four consecutive Sundays starting 5th September 2010:
- Warrington Road (Simpkin Street to Lily Lane) & Bickershaw Lane (Warrington Road to Charnock Street)
- Lily Lane (Warrington Road to Wigan Street)
The closures will be phased so that Warrington Road/Bickershaw Lane will commence first. This will be followed by Lily Lane but both closures will not be in operation at the same time.
Diversion routes are:
Warrington Road (for Golborne) – Lily Lane, Bolton Road, Gerard Street, Warrington Road, Lodge Lane, East Lancashire Road, Bridge Street (Golborne)
Bickershaw Lane (for Leigh) – Liverpool Road, Atherton Road, Leigh Road Lily Lane – Warrington Road, Aye Bridge Road, Wigan Road, Church Street, High Street, Bridge Street, East Lancashire Road, Lodge Lane, Warrington Road, Gerard Street, Bolton Road
Scholefield Lane, Wigan
Carriageway resurfacing will be carried out on Scholes from the junction of Greenough Street to Coop Street. To carry out the work safely temporary traffic signals will be in operation. In addition to this Scholefield Lane will be closed at the junction of Scholes.
The work is expected to be carried out over 3 consecutive Sundays commencing on the 5th September 2010.
Diversion will be via Darlington Street East, Warrington Lane, Scholes
East Lancashire Road, Haydock
The Highways Agency are planning a series of road closures on the East Lancashire Road and slip roads to the M6 at Haydock Island to carry out carriageway resurfacing. The following restrictions may be in place:
- Closure of M6 Northbound exit slip
- Closure of M6 Southbound exit slip
- Closure of A580 westbound between Haydock Island and Warrington Road (A573)
- Closure of A580 eastbound between Liverpool Road (A58) and Haydock Island
The closures may be in effect from Monday 6th September 2010 overnight between 22.00hrs and 05.00hrs for a period of 2 weeks. Signage will be in place and diversion routes will be clearly marked.
School Lane / Market Street, Standish
Carriageway resurfacing is proposed on High Street and Preston Road from Cross Street to Avondale Street. Temporary traffic signals will be in operation on the A49 and School Lane and Market Street will be closed.
The work will be carried out on a number of Sundays :
5th, 19th & 26th September 2010
3rd & 10th October 2010
Diversion is Preston Road, Pepper Lane, Boundary Lane, Mossy Lane Road, Crow Orchard Road, Almond Brook Lane.
Mesnes Road / Wigan Lane / Central Park Way / Riverway / Powell Street / Greenough Street, Wigan
Carriageway resurfacing will be carried out on these roads and the following restrictions may be in place:
Mesnes Road
Carriageway resurfacing will be carried out at the junction of Wigan Lane (Cherry Gardens Roundabout). To carry this out safely Mesnes Road will be closed to traffic at the junction of Wigan Lane.
Diversion will be Kenyon Road, Bridgeman Terrace, Northway, Powell Street, Central Park Way, Wigan Lane.
Greenough Street
Carriageway resurfacing will be carried out on Central Park Way at the junction of Greenough Street. To carry out the works safely Greenough Street will be closed to through traffic.
Diversion will be via Scholes, School Lane, Riverway, Central Park Way.
Riverway / Powell Street
A section of Riverway northbound between Crompton Street and Powell Street will be resurfaced therefore there will be no through route to traffic and vehicles will need to divert via School Lane, Scholes and Greenough Street.
In addition to the closure there will be a right turn prohibition from Powell Street into Riverway whilst resurfacing is carried out in this junction. The diversion route will be Central Park Way, Greenough Street, Scholefield Lane, Birkett Bank, Darlington Street East, Darlington Street.
The restrictions above will be phased and signage will be in place to advice motorists. The work will be carried out overnight from 20.00hrs until 06.00hrs commencing Monday 6th September 2010 for 2 weeks.
King Street, Leigh
King Street will be closed on 3 consecutive Sundays from the 12th September 2010 between Spinning Jenny Way and Railway Road for carriageway resurfacing.
Diversion route will be via Twist Lane, Atherleigh Way, Kirkhall Lane, Leigh Road.
St John Street, Atherton
Carriageway resurfacing will be carried out under a road closure on 3 consecutive Sundays commencing on the 12th September 2010. Diversion will be via Market Street, Wigan Road and Mealhouse Lane.
Victoria Street / Warrington Road, Newton
The North West Gas Alliance have planned works replacing a large diameter gas pipe at the junction of Warrington Road and Victoria Street. To carry out the works safely vehicles will be prohibited from driving in a north easterly direction on Victoria Street from Norfolk Street to Warrington Road (one-way working). Traffic travelling from the Saddle Junction towards Pemberton will not be affected.
The one-way system will commence on Sunday 19th September 2010 for 4 weeks. Diversion will be via Billinge Road, Enfield Street, Ormskirk Road. Temporary traffic signal will also be in operation on Warrington Road and delays will be expected.
Plank Lane, Leigh
Plank Lane will be closed from Saturday 2nd October 2010 until Sunday 17th October 2010 at the bridge over the Leeds & Liverpool Canal. Reconstruction and realignment of the road will be undertaken for a new housing development. Access to Crankwood Road coming from Leigh will be available at all times.
Diversion will be Slag Lane, Church Lane, East Lancashire Road, Atherleigh Way, Twist Lane, Firs Lane
Standish Royal British Legion Battle of Britain Anniversary Parade
A walking procession is scheduled to take place on Sunday 12th September 2010 and will require closures on the following roads:
- Almond Brook Road from Woodhurst Drive to School Lane
- School Lane – from Almond Brook Road to High Street
- Market Street from High Street to Preston Road
- Market Place – from Market Street to Cross Street
The event is due to commence at 1330 hours and is expected to last till 1500 hours.
Catholic Mens Society Rosary Procession – Goose Green
A walking procession is scheduled to take place on Sunday 3rd October 2010 and will require the following closure:
- St Pauls Avenue from Warrington Road (A49) to Poolstock Lane
The event is due to commence at 1400 hours and is expected to last till 1500 hours.
