Roadworks Bulletin

Prepared 16th  March 2010 - Issue 555

The aim of this bulletin is to give the public advance notice of road works in the Wigan Council area. The Council recognises that roadworks can cause inconvenience and it is hoped that this information helps to minimise delays and other problems associated with the works. Every effort has been made to provide accurate and the most up to date information available but it is not intended to be a definitive list and cannot cater for works carried out at short notice. The Council also reserves the right to make changes to the programme if emergencies arise.

1. United Utilities – Water Mains Rehabilitation Scheme

United Utilities (Water) are carrying out major water mains replacement schemes around the Borough of Wigan. This will take place on various roads in various areas over several months.Works on major routes that likely to cause disruption to traffic will be published in this bulletin.

Green Lane, Standish

Green Lane is now open to traffic however the work is incomplete. New dates will be provided in due course.

Wigan Road / Chorley Road, Standish

Chorley Road is now open to traffic. Work is still required on Wigan Road but this will be undertaken at a later date. Further information will be provided in future bulletins.

Brook Lane, Pemberton

Works commenced on Tuesday 16th March 2010 with an expected end date of Tuesday 30th March 2010. In order to carry out the work safely the road will be closed between Chapel Street and Redwood Avenue during off peak times.

A local signed diversion will be in place.

2. Coppull Lane, Swinley

The Environment Agency is carrying out construction work on this road.

As a result Coppull Lane was closed to traffic from High Street except for access to the residents.

The closure commenced on Monday 4th January 2010 for 18 months.

3. Strand Avenue / The Strand / Alexandra Road, Ashton

The Environment Agency are due to commence major drainage work shortly on the following roads:

(i) Strand Avenue, Ashton in Makerfield

(ii) The Strand, Ashton in Makerfield

(iii) Alexandra Road, Ashton in Makerfield

To carry out the work safely the roads may be closed from Monday 1st February 2010 until Sunday 2nd May 2010. Signage will be in place warning motorists which roads are closed. Alternative route:

(i) The Strand, Alexandra Road.

(ii) Queens Road, Wigan Road, Alexandra Road

(iii) Wigan Road, Bolton Road, Bryn Road South.

4. Water Street, Atherton

National Grid Gas has mains replacement taking place on Water Street. To carry out the work safely the road was closed between Gloucester Street and Rosedale Avenue on Monday 22nd February 2010 for approximately 5 weeks.

Alternative route will be via Rosedale Avenue, Flapper Fold Lane, Gloucester Street.

5. Wallgate, Wigan

A private contractor is carrying out urgent repairs to ‘The Way We Were’ Museum building at Wigan Pier which is located next to the Orwell Public House.

Due to unforeseen circumstances the work has been delayed until further notice.

6. Platt Lane, Standish

Carriageway resurfacing has commenced on this road and to carry out the work safely the road will be closed to through traffic. Work commenced on Wednesday 3rd March 2010 for approximately 3 weeks. Closures will be carried out on weekdays during off peak periods – closures now programmed to take place on Tuesday 16th & Wednesday 17th March 2010.

Alternative route is Chorley Road, Rectory Lane, Market Street, Preston Road and Avondale Street.

7. Miles Lane / Back Lane, Shevington

Carriageway resurfacing will be carried out on Miles Lane between Ash Close and Mill Lane. Furthermore a scheme to replace the “cats eyes” will carried out on Miles Lane from Gathurst Lane to Back Lane and Back Lane (full length).

To carry out the carriageway resurfacing the road will be closed to through traffic on 2 consecutive Saturdays starting the 13th March 2010 (Ash Close to Mill Lane).

Furthermore Miles Lane and Back Lane may then be closed in various locations during off peak periods in the week commencing 8th March 2010 to replace the “cats eyes”. This work will be carried out on a rolling program over a 3 week period and Back Lane will not be closed at the same time as Miles Lane.

Please note that these works have changed from those published in previous bulletins.

The diversion route will use Shevington Lane and Crow Orchard Road

8. School Lane, Standish

Carriageway resurfacing has now been completed and there will be no requirement for any further road closures.

9. Newton Road, Lowton

National Grid Gas commenced mains renewal work near to house No 578 on Monday 8th March 2010 with an expected end date of Monday 29th March 2010 (change from last week).

Temporary traffic signals will be in operation for the duration of the works.

In addition further work will take place on Warrington Road Lowton near to Golborne Dale Road commencing on Wednesday 10th March 2010 with an expected end date of Sunday 20th March 2010.

Temporary traffic signals will be in operation for the duration of the works.

10. Gathurst Lane, Shevington

Carriageway resurfacing will be carried out shortly between Prince’s Park and Vicarage Lane. To carry out the work safely the road will be closed to through traffic. The work may be carried out on 3 consecutive Sundays starting the 21st March 2010.

Diversion will be via Old Lane, Wigan Road, Wigan Lower Road, Wood House Drive, Scot Lane, Robin Park Road, Ormskirk Road, Orrell Road, Gathurst Road.

11. Warrington Road / Fulbeck Avenue / Worthington Way Goose Green

Carriageway resurfacing will be carried out on Warrington Road between Poolstock Lane (Marus Bridge Island) and the slip road leading to junction 25 of the M6 (Landgate Island). The surfacing will also include the junctions of Fulbeck Avenue and Worthington Way.

To carry out the work various restrictions may be in place. This could include no right/left turns into and out of Fulbeck Avenue and Worthington Way. Furthermore, Warrington Road will be closed at some point between Wheatlea Road and Worthington Way but both these roads will be used as the diversion route.

The restrictions will be in place overnight from 19.00hrs to 0.700hrs for 4 nights starting on Friday 19th March 2010 and signage will be in place to advise motorists. Lane closures may also be in use on Sunday 21st March 2010.

12. Liverpool Road, Ashton

The bridges section are to carry out trial holes on Garswood Park Bridge near to the junction with Old Hall Drive on Sunday 21st March 2010 for 1 day only.

Temporary traffic signals will be in operation for the duration of the work.

13. Leigh Bus Station

Carriageway way work is required to replace existing expansion joints on the bus station complex itself.

Due to unforseen circumstances this work has been delayed. New dates will be provided in due course.

14. Slag Lane, Lowton

United Utilities (Water) are carrying out water mains replacement work in the area. Works are due to commence on Monday 22nd March 2010 with an expected end date of Thursday 1st April 2010 near to house No 425 and travelling towards No 275.

Temporary traffic signals will be in operation for the duration of the works.

Forthcoming Road Closures

Hall Lane, Aspull

United Utilities (Electric) are planning to remove then update a new sub station on this road outside house number 61 (north of Hall Lane Grove). To carry out this operation the road will be closed between 9.30am to 3.30 pm on the following dates:

Monday 29th March 2010

Monday 12th April 2010

Diversion route for traffic travelling east is:

Bridge Street (Hindley), Castle Hill Road, Wigan Road (Westhoughton), Church Street, Chorley Road, Dicconson Lane, Bolton Road

Diversion route for traffic travelling west is:

Market Street, Cross Street, Wigan Road (Hindley), Manchester Road, Darlington Street East, Warrington Lane, Scholes, Whelley, Wigan Road (Aspull), Bolton Road.

Blenheim Road, Ashton

United Utilities (Sewer) have planned sewer works due to take place shortly. To carry out the work safely will require the road to be closed between house No’s 13 & 21.

Work is due to commence on Monday 4th April 2010 for approximately 6 weeks under a road closure and a local diversion will be in place.

St George’s Day Parade Leigh – Leigh District Scouts

A walking procession is scheduled to take place on Sunday 18th April 2010 and will require closures on the following roads:

• St Mary’s Way full length

• B5215 Market Place / Market Street from Bradshawgate to Church Street

• Church Street full length

• Brown Street North from Church Street to East Bond Street

• East Bond Street from Brown Street North to Princess Street

• Princess Street full length

• Chapel Street from Lord Street South to Turner Street

• Queen Street full length

• Bradshawgate full length

The event is due to commence at 1430hrs with a church service at 1500hrs hours, reassemble at 1545hrs and return to the assembly point at 16.15.

Alternative Route – B5215 Market Place / Market Street will be via A579 Atherleigh Way. A572 Chapel Street will be via A580 East Lancashire Road.

St George’s Day Parade - Atherton & Tyldesley

A walking procession is scheduled to take place on Sunday 25th April 2010 and will require closures on the following roads:

Alder Street - full length

High Street - from Bolton Old Road to Tyldesley Road

Tyldesley Road - from High Street to Market Place

Market Place - full length

Market Street - full length

St John Street - full length

Wigan Road - from Market Street to Mealhouse Lane

Mealhouse Lane - full length

Bolton Road - from Church Street to Bolton Old Road

Bolton Old Road – from Bolton Road to High Street

The event is due to commence at 1400 hours and is expected to last until 1600 hours.

St George’s Day Parade Ashton – Ashton Scouts

A walking procession is scheduled to take place on Sunday 25th April 2010 and will require closures on the following roads:

• A58 Gerard Street from its junction with Warrington Road / Liverpool Road / Bryn Street to its junction with Bolton Road / Wigan Road, including the junction with Princess Road.

• A49 Wigan Road from its junction with Old Road / Bryn Street, to its junction with Bolton Road / Gerard Street.

• A49 Bryn Street from its junction with Old Road / Wigan Road to its junction with Warrington Road / Liverpool Road / Gerard Street, including the junctions with Council Avenue and Millingford Grove.

• Garswood Street from its junction with Bryn Street to its junction with Gerard Street.

• A58 Liverpool Road from its junction with Townfields and St Oswalds Road to its junction with Warrington Road / Bryn Street / Gerard Street.

The event is due to commence at 14.15hrs, a church service will take place at 14.30hrs, with the parade reconvening at 15.15hrs. The event should be completed by 15.45hrs.
