Roadworks Bulletin

Prepared 1st July 2008 - Issue 468

The aim of this bulletin is to give the public advance notice of road works in the Wigan Council area. The Council recognises that roadworks can cause inconvenience and it is hoped that this information helps to minimise delays and other problems associated with the works. Every effort has been made to provide accurate and the most up to date information available but it is not intended to be a definitive list and cannot cater for works carried out at short notice. The Council also reserves the right to make changes to the programme if emergencies arise.

1. United Utilities – Water Mains Rehabilitation Scheme

United Utilities (Water) are carrying outmajorwater mains replacement schemes around the Borough of Wigan. This will take place on various roads in various areas over several months. Works on major routes that are likely to cause disruption to traffic will be published in this bulletin.

Pepper Lane, Standish

Work commenced on Pepper Lane on Monday 25 th February 2008. The water main running the full length of this street will be replaced. Technical difficulties have prolonged this work which is now expected to be complete early July 2008. Temporary traffic signals may be in operation.

Upholland Road , Billinge

Temporary traffic signals may be in use over various sections of this road. The work re-commenced on 21 st January 2008 and is likely to be complete late July 2008 (changed from last week).

Ormskirk Road , Wigan

Work commenced on this road on Monday 2 nd June 2008 from Ridyard Street but at present the work is postponed. Work within the traffic signal junction at Norley Hall Avenue will be carried out mid July 2008 and details will be provided in due course.

High Street / Heath Street / Tanners Lane, Golborne

Work is being carried out on Church Street and High Street under temporary traffic signals. Work is expected to be complete early July 2008.

Golborne Road / Lowton Road, Lowton

Work under temporary traffic signals commenced on Saturday 28 th June 2008 near to the junction with Slag Lane and will continue travelling towards Heywood Avenue. Work is expected to be complete mid-July 2008.

2. Darlington Street East , Ince

Wigan Council commenced tree planting in the footway from Warrington Lane to Manchester Road but due to unforeseen circumstances the work was postponed. The work re-commenced on Tuesday 1 st July 2008 for 5 weeks and temporary traffic signals may be in operation.

3. Wigan Road , Ashton In Makerfield

Essential structural maintenance work commenced on the bridge adjacent to Bryn Railway Station on Monday 16 th June 2008. Temporary traffic signals are in operation at all times for approximately 5 weeks. (EC)

Following this United Utilities have planned work near to the junction of Sougher’s Lane for approximately 2 weeks. Temporary traffic signals will be in operation at all times.

4. Warrington Road, Goose Green

Major road improvements commenced on the 11 th February 2008 between Little Lane and Worthington Way. The work is substantially complete but minor works are required which may need lane closures during off peak periods. (EC)

Furthermore, National Grid Gas has planned work at the junction of Poolstock Lane replacing a gas main. Work is likely to start on Monday 21 st July for approximately 1 week and lane closes will be in place at all times.

5. Ashton Town Centre

A town centre scheme commenced on the 14 th April 2008 which includes traffic signal improvements, raised highway tables, carriageway and footway resurfacing. To allow work to be carried out safely in the carriageway Gerard Street may be one-way working during off peak periods for vehicles travelling in a south-westerly direction. The order came into place on the 16 th June 2008 for a period of 5 weeks.

However specific dates have now been provided when this system will be in operation and they are as follows:

  • Wednesday 2nd July 2008.
  • Monday 7 th July 2008 until Friday 11 th July 2008 (all week)

Further dates will be provided when available.

The one-way working will allow vehicles to travel in a south-easterly direction (e.g. from Bolton Road to Liverpool Road). The work is in relation to item 5 above.

The alternative route is Bryn Street and Wigan Road. (EC)

6. Britannia Bridge - Warrington Road, Ince

Total reconstruction of bridge widenings commenced on Monday 2 nd June 2008 for a period of 21 weeks. The works are part of the ongoing national programme of strengthening bridges with substandard carrying capacity. Temporary traffic signals will be in operation at all times and delays will be expected. (EC)

7. Long Lane – Hollins Road, Hindley

United Utilities (Waste Water) were due to carry out improvements to their waste water network in the area commencing April 2008. Due to issues in the design this work was postponed.

The problems have been resolved and the work commenced on Tuesday 27 th May 2008 14 weeks.

To be able to carry out the work safely will require the following closures:

  • Long Lane between Crossdale Road and Alder Lane.
  • Hollins Road between Alders Green Road and Long Lane.

Diversion route for vehicles will be via Broadway, Sandy Lane, Alder Lane, Green Lane and Crossdale Road.

8. Manchester Road / Warrington Road / Chapel Street Leigh

National Grid Gas has commenced gas mains replacement on the above junction. To carry out the work safely Manchester Road became one-way in north-easterly direction on Monday 19 th May 2008 from the above junction to Bangor Fold.

Therefore traffic travelling along Manchester Road towards Leigh Town Centre (e.g. from Astley) will need to divert using Holden Road, The Avenue, Market Street, King Street, Spinning Jenny Way and Chapel Street.

The one-system is expected to be in operation for approximately 9 weeks (change from last week) and this will be followed by temporary traffic signals for several weeks when the work travels beyond Bangor Fold towards Green Lane.

9. Atherleigh Way , Leigh

Work to construct a new footway commenced on Monday 2 nd June 2008 for 6 weeks.

To carry out this work safely there will be a temporary 30mph speed limit in place from a point 100metres in a northerly direction from Twist Lane to St Helens Road for the duration of the works. (HM)

10. Car Bank Street , Atherton

National Grid Gas commenced gas mains replacement on Monday 9 th June 2008 road for 4 weeks between Derby Street and Formby Avenue.

Temporary traffic signals will be in use whilst the work is undertaken.

11. A580 East Lancashire Road, Golborne

Maintenance work commenced on Golborne Island on Monday 16 th June, 2008. This was originally planned for 1 week however unforeseen circumstances have arisen and the work is expected to last for approximately 5 weeks (changed from last week). Lane closures may be in operation during off peak times. (HM)

Furthermore, United Utilities (Waste Water) are carrying out works at the side of the road near to Astley Brook Bridge. Contractors are scheduled to reduce the dual carriageway to one lane in both directions during off peak times commencing on Monday 7 th July 2008 for 5 days.

12. Chapel Lane , Wigan

Wigan Council’s contractors commenced drainage investigations in various areas on this road starting Thursday 26 th June 2008. Lane closures may be in operation during off peak periods for approximately 2 to 3 weeks. (EC)

13. Church Street / Lowton Road / Wigan Road / Ashton Road, Golborne

Carriageway resurfacing has commenced on the A573 from Church Street to Wigan Road.

To carry this out safely will require a road closure of the A573 from Church Street/Lowton Road to past the junction of Ashton Road. No access will be available onto the A573 from Ashton Road.

The start was the 29 th June 2008 and will continue for 4 consecutive Sundays.

Diversion is via The East Lancashire Road, Lodge Lane, Warrington Road (A49), Gerard Street, Bolton Road, Lily Lane, Warrington Road (A573) and Aye Bridge Road. (HM)

14. Wigan Road , Aspull

Maintenance work on Springs Canal Bridge will commence on Saturday 19 th July 2008 for approximately 5 weeks. To carry out the works safely temporary traffic signals will be in operation at all times. Delays will be expected. (EC)

15. Market Street , Leigh

A private contractor is due to place equipment on the roof of Turnpike House on Sunday 6 th July 2008. To carry out this operation safely will require the use of a crane.

Temporary traffic signals will be in operation at the junction of Market Street / King Street / Bradshawgate and Railway Road for the duration of the works.

16. Drummer’s Lane, Ashton

United Utilities (Electric) are due to commence cable laying in the highway from Monday 7 th July 2008 for 4 weeks.

To carry out work safely will require Drummer’s Lane to be closed for the duration of the work.

Alternative route will be via Brocstedes Road, Booth’s Brow Road, Downall Green Road, Sougher’s Lane.

17. Carriageway Patching

Carriageway patching works are due to take place at various locations as follows:

  • Lancaster Road Hindley, Wednesday 2nd July 2008 for 1 day only
  • Warrington Road Leigh between Timperley Lane and Hope Carr Lane, Thursday 3 rd July 2008 for 1 day only.
  • Orrell Road Orrell, Sunday 6 th July 2008 for 1 day only.

Temporary signals will be in operation if required during off peak times. (HM)

Forthcoming Road Closures

Church Lane , Lowton

United Utilities (Waste Water) are proposing major works for the summer school holidays on this road. They are planning to construct a new sewer from Broughton Avenue to Ranworth Drive. To carry out this work the road will be closed between the above junctions on Saturday 19 th July 2008 for approximately 9 weeks (change from last week).

Diversion route will be the East Lancashire Road, Bridge Street (Golborne), High Street, Church Street, Lowton Road and Golborne Road.

A580 East Lancashire, Astley

Major works involving the replacement of safety barriers on the central reservations will commence on Saturday 19 th July for approximately 8 weeks. The work involves taking out the safety barrier, replacing a new street lighting electrical cable and reinstating the safety barrier.

For the safety of motorists the road will be reduced to one lane in both directions at all times until the work is complete. Furthermore, traffic travelling west bound will be prohibited from turning right into Higher Green Lane and vehicles will need to divert using Chaddock Lane.

The speed limit will also be reduced to 40mph for the duration of the works.

Car Bank Street, Atherton

National Grid Gas has commenced work on the above road. However to carry out work between Railway Road and Cross Street the following roads will need to be closed:

The road linking Car Bank Street (North) to Car Bank Street (South)

Car Bank Street (North) between Oxford Road and Cross Street.

The above roads will not be closed at the same time and for egress out of Oxford Street when Car Bank Street (North) is closed the road linking North and South will have the one-way working revoked.

Furthermore, to carry out work on the roundabout at Car Bank Street and Formby Avenue both these roads will be closed to vehicle traffic. A local diversion will be in place.

The date when the order can come into place will the 19 th July 2008 for a total of 15 weeks. However, a more specific programme will be published in future bulletins.

Poolstock Lane / Carr Lane / St. Pauls Avenue /, Goose Green

Major gas mains replacement works will be carried out by National Grid Gas at this junction commencing on Saturday 26 th July 2008. To carry out the work safely St. Pauls Avenue will be closed between Poolstock Lane and Walpole Avenue. Access will still be available to St. Jude’s Church and the closure is likely to be in place for approximately 5 weeks.

Furthermore, temporary traffic signals will replace the permanent set and the timings will be adjusted.
