Roadworks Bulletin

Prepared 2nd  February 2010 - Issue 549

The aim of this bulletin is to give the public advance notice of road works in the Wigan Council area. The Council recognises that roadworks can cause inconvenience and it is hoped that this information helps to minimise delays and other problems associated with the works. Every effort has been made to provide accurate and the most up to date information available but it is not intended to be a definitive list and cannot cater for works carried out at short notice. The Council also reserves the right to make changes to the programme if emergencies arise.

1. United Utilities – Water Mains Rehabilitation Scheme

United Utilities (Water) are carrying out major water mains replacement schemes around the Borough of Wigan. This will take place on various roads in various areas over several months.Works on major routes that are likely  to cause disruption to traffic will be published in this bulletin.

Almond Brook Road, Standish

Work commenced on this road on the 4th January 2010 near to Arbour Lane progressing towards the motorway. Temporary traffic signals will be in operation at all times and delays will be expected. The work is programmed to be complete before the 12th February 2010.

Green Lane, Standish

Work will return in the New Year. Furthermore, a road closure will be required at the junction School Lane to complete the scheme. This will start on Saturday 13th February for approximately 1 week.

A local diversion route will be in place.

Wigan Road / Chorley Road, Standish

Work on this junction has been postponed due to operational difficulties. Work will return on Saturday 13th February 2010. Temporary traffic signals will be in operation at all times and Chorley Road will be closed at the junction of Wigan Road for a maximum of 9 days (see forthcoming road closures). The traffic signals may be required for a further week and delays will be expected.

2. East Lancashire Road, Leigh

Wigan Council will carry out maintenance work on the safety fence between Warrington Road, Leigh and Higher Green Lane, Astley from Tuesday 19th January 2010.

Work will be carried out during off peak periods until the 13th February 2010 (change from last week).

3. Coppull Lane, Swinley

The Environment Agency is carrying out construction work on this road.

As a result Coppull Lane will be closed to traffic from High Street except for access to the residents.

The closure commenced on Monday 4th January 2010 for 18 months.

4. St Helens Road, Leigh

Footway and carriageway resurfacing works are due to commence on Monday 25th January 2010, expected end date Sunday 7th March 2010.

Temporary traffic signals will be in operation during off peak times for the duration of the works.

5. Moor Road, Orrell

United Utilities (Electric) have commenced electric cable laying work over the M58 Bridge on Moor Road. This work started on Monday 25th January 2010. Temporary traffic signals will be in operation during off peaks periods for approximately 2 weeks.

6. Church Lane, Lowton

Carriageway resurfacing will be carried under a road closure for 3 consecutive Saturdays starting 6th February 2010 between Ranworth Drive and Broughton Avenue.

Alternative route will be via East Lancashire Road, Warrington Road (Golborne), Bridge Street, High Street, Church Street, Lowton Road, Golborne Road. (HM)

7. Darlington Street East, Wigan

United Utilities (Sewer) have now carried out the necessary repairs and there is no requirement for any further closures.

8. Wigan Road, Standish

Carriageway resurfacing work commenced between Grove Lane and Pilgrims Way on Tuesday 2nd February 2010 with an expected end date of Sunday 14th February 2010.

Temporary traffic signals will be in operation during off peak times.

9. Upton Road, Atherton

Network Rail have completed their work and there will be no requirement for any further closures.

10. Wigan Road, New Springs

Drainage repair work is due to take place near to house No 163 on Sunday 7th February 2010.

Temporary traffic signals will be in operation for the duration of the works.

11. School Lane, Standish

Carriageway resurfacing planned for this Sunday have been suspended. The works will now be carried out over 3 consecutive Sundays later in the month. The road will be closed to undertake the work safely and the expected start date is the 21st February 2010. This date will only be used if the work in item 1 (Chorley Road) is complete otherwise work will start on the 28th February 2010.

Diversion route will be via Almond Brook Road, Crow Orchard Road, Mossy Lea Road, Boundary Lane, Pepper Lane, Preston Road. (HM)

12. Strand Avenue / The Strand / Alexandra Road, Ashton

The Environment Agency are due to commence major drainage work shortly on the following roads:

(i) Strand Avenue, Ashton in Makerfield

(ii) The Strand, Ashton in Makerfield

(iii) Alexandra Road, Ashton in Makerfield

To carry out the work safely the roads may be closed from Monday 1st February 2010 until Sunday 2nd May 2010. Signage will be in place warning motorists which roads are closed.

Alternative route:

(i) The Strand, Alexandra Road.

(ii) Queens Road, Wigan Road, Alexandra Road

(iii) Wigan Road, Bolton Road, Bryn Road South.

13. Mill Lane, Appley Bridge

Wigan Councils Bridge Section has commenced maintenance work to a culvert between Millbank and The Dell. To carry out the work safely the road was closed from Monday 1st February 2010 until Sunday 28th February 2010.

Diversion route will be via Miles Lane, Skull House Lane, Appley Lane North

14. Bolton Road, Atherton

Greater Manchester Urban Traffic Signal Control are carrying out maintenance and general updates to the traffic signal junction with Car Bank Street on Sunday 7th February 2010.

Temporary traffic signals will be in operation during off peak times.

Forthcoming Road Closures

Chorley Road, Standish

Further to item 1, Chorley Road will be closed to traffic at the junction of Wigan Road from Saturday 13th February 2009 for a maximum of 9 days. This will allow United Utilities to complete works in the carriageway on “Boars Head” roundabout.

Furthermore, carriageway resurfacing will be carried out by Wigan Councils Highway Construction Team on Wigan Road at the junction at Boars Head Roundabout then this will continue down Chorley Road to Water Drive.

This work will also require a road closure of Chorley Road from Wigan Road to Water Drive over a series of 3 weekends. The first closure planned is Saturday 6th & Sunday 7th March 2010. This date is dependent on School Lane resurfacing work being complete, if not the work will commence the week after.

Diversion will be via Wigan Road (Standish), Wigan Lane, Central Park Way, Greenhough Street, Whelley, Wigan Road (Aspull), Haigh Road, Riley Lane, Meadow Pit Lane, Red Rock Lane.

Mesnes Street / Crompton Street, Wigan

Carriageway resurfacing will be carried out on Mesnes Street over 3 consecutives Sundays starting 14th February 2010.

To carry out the work safely Mesnes Street may be closed to traffic in the morning up till 10.30am. After this time the road will become one-way working with a bus lane closure and the road width being restricted to vehicle less than 6’ 6”.

Furthermore, the bus lane on Crompton Street will be closed when resurfacing is undertaken on Mesnes Street.

Diversion will be via Riverway, Powell Street and Northway.

Carr Lane and St Pauls Avenue, Worsley Mesnes

Remedial resurfacing works are planned to take place at both these junctions with Poolstock Lane on the following dates:

Sunday 14th February 2010

Sunday 21st February 2010

To carry out the works safely St Pauls will be closed between Poolstock Lane and Walpole Avenue (access will be available to St Judes Church car park)

Carr Lane will also be closed between Poolstock Lane and Sutherland Road at the same time. A local diversion route will be signed.

Durham Street, Wigan

United Utilities (Sewer) have planned sewer works due to take place shortly. To carry out the work safely will require the road to be closed between Bedford Street and Sole Street.

Work is due to commence on Monday 22nd February 2010 for approximately 2 weeks under a road closure.

Diversion route will be via Platt Lane, Whelley, St Stephen’s Avenue.

Water Street, Atherton

National Grid Gas has planned gas mains replacement works due to take place on Water Street. To carry out the work safely will require the road to be closed between Gloucester Street and Rosedale Avenue.

Work is due to commence on Monday 22nd February 2010 for approximately 5 weeks.

Diversion route will be via Rosedale Avenue, Flapper Fold Lane, Gloucester Street.

Highfield Grange Avenue, Wigan

The construction of a pedestrian refuge in the carriageway is due take place shortly. To carry out the work safely will require the road to be closed between Warrington Road and Darran Avenue on the following weekends:

Saturday 27th & Sunday 28th February 2010

Saturday 6th & Sunday 7th March 2010

Diversion route will be via Warrington Road, Clapgate Lane.

Platt Lane, Standish

Carriageway resurfacing is planned for this road however to carry out the work safely the road will be closed to through traffic. Work is planned to commence on Monday 1st March for approximately 3 weeks on weekdays during off peak periods.

Alternative route will be via Chorley Road, Rectory Lane, Market Street, Preston Road and Avondale Street.

Miles Lane, Shevington

Carriageway resurfacing will be carried out shortly between Mill Lane and Ferndale Drive. To carry out the work safely the road will be closed to through traffic. The work will be carried out on 3 consecutive Sundays starting the 28th February 2010.

Diversion will be via Shevington Lane, Crow Orchard Road, Back Lane
