Rights of Way Improvement Plan

The Council's Public Rights of Way Team has produced a Rights of Way Improvement Plan (ROWIP) which sets out our aims for improving access for all people on public footpaths and bridleways across the borough.  Our Vision for the ROWIP is ‘for Wigan Borough to have a well connected, safe and inclusive Rights of Way network which improves accessibility and is well used for leisure, tourist and utilitarian journeys and supports a healthy and sustainable community and a dynamic economy’.

In response to the Countryside & Rights of Way Act 2000 Wigan Council has produced a Rights of Way Improvement Plan in conjunction with the Local Access Forum (LAF) and JMP Consulting.  Extensive consultations were carried out with various user groups and the general public during the process of writing the ROWIP to ensure that it addresses the needs of all sections of the community as far as possible, paying particular attention to:

  • the needs of those with mobility issues and the blind/partially sighted;
  • improving the facilities available for horses and cyclists;
  • the provision of safe routes to schools, employment areas and leisure facilities;
  • improving the availability of information on public rights of way to encourage respectful space sharing;
  • improving the condition of existing rights of way and working to provide new links to build a more connected network; and 
  • working with the police to improve safety and reduce crime on public rights of way.

We will continue to work closely with the Local Access Forum and others to monitor and implement the ROWIP, to ensure it remains both relevant and targeted.

These issues also tie in very closely with the Local Transport Plan (LTP) for the borough. The LTP's objectives include:

  • improving safety;
  • improving accessibility;
  • delivering quality of life improvements;
  • tackling congestion; and 
  • improving air quality
