A very limited budget is available for maintaining Public Rights of Way and a programme of work is drawn up each year. Priorities are based on previous complaints and frequency of use; the more people that use a particular path, the greater the benefit to the public of repairing it.
A Public Right of Way may have a surface of grass, dirt, stone or bitmac. The council is only obliged to maintain it to that standard.
In general, the Environmental Services Department is responsible for maintaining the 125 footbridges on Public Rights of Way in the borough.
