When a Penalty Charge Notice (PCN) is issued you must either:
- Pay the penalty charge on or before the end of the 28 day period as specified on the front of your PCN.
- Alternatively write to Parking Services explaining why you think the PCN should be cancelled to the address below
The penalty charge will be reduced by a discount of 50% if it is paid not later that the last day of the period of 14 days beginning with the date on which the PCN was served.
If the penalty charge is not paid within 28 days beginning with the date on which the PCN was served a NtO will be sent to the registered keeper of the vehicle.
If you receive a Notice to Owner you must either:
If you do nothing a Charge Certificate (CC) will be sent and the charge will then increase by 50%.
- If you receive a Charge Certificate you must pay within 14 days of the service of the CC – there is no right of appeal at this stage
If you do not pay the increased penalty charge within 14 days a letter will be sent to you explaining that your debt will be registered with the County Court. To avoid this action payment should be made within seven days of the date of the letter.
If full payment is not received the penalty charge is then registered as a debt with the County Court and court costs/fees will be added and an Order for Recovery of Unpaid Penalty Charge (TE3) and a Witness Statement (TE9) will be sent to you.
If you receive the TE3 and TE9 you must either:
- Pay the charge by the date shown on the TE3; or
- Complete the TE9 following the instructions on the form and send it to the Traffic Enforcement Centre.
If you do nothing the court will grant authority for a warrant to be issued and a bailiff will be asked to recover the debt from you. The bailiff will charge you for this.
