Controlled Parking Zone (CPZ)
The sign on the left of the photograph shows you are entering a Controlled Parking Zone. This means that during the hours shown on the sign all on-street parking is controlled. This also means that parking is only allowed in the designated parking spaces – the rest of the kerbside space is subject to yellow line restrictions.
Within the Leigh permit scheme the streets will contain shared use bays. This means that the designated permit bays are also limited waiting bays. The limited waiting bays can be used by non-permit holders and are limited to either 1 hour or 2 hours. The plan details the restrictions for each street. The bays will operate Monday to Saturday 9.00 am to 5.00 pm.

Enforcement
- Enforcement of the permitted parking spaces, the yellow line waiting & loading restrictions and other parking offences are carried out by the Council's Parking Enforcement Contractor, Vinci Park Services UK Ltd, working for and on behalf of Wigan Council. The contractor employs uniformed Civil Enforcement Officers who regularly patrol the zones in order to minimise illegal parking. The Civil Enforcement Officers also take notes to detect permit abuse.
- Vehicles contravening the parking regulations will be issued with a Penalty Charge Notice (PCN) which carries a charge of £70 or £50 depending on the contravention. The Penalty Charge is discounted by 50% if paid within 14 days.

Single Yellow Line Restrictions
Within a CPZ, single yellow lines do not have time plates unless they operate at different times. Therefore, all single yellow lines without time plates conform to the same times as the CPZ. Single yellow lines with time plates will usually operate for longer - you must check the time plate before parking.
Double Yellow Line Restrictions
The Department for Transport has recently carried out a review of traffic and parking signs. As a result of this review double yellow lines which prohibit parking “at any time” will no longer require a sign. In view of this change motorists are asked to remember that:
- All double yellow line restrictions in the borough will operate 24 hours a day seven days a week including public and bank holidays.
- They are enforceable whether or not there is a sign displayed.
Double yellow lines are displayed for safety reasons in areas where parking could cause a serious obstruction - please avoid parking where the restrictions apply.
Zone Ends
The sign on the right of the photograph shows you are leaving the Controlled Zone.
Restrictions for that zone apply until you pass the “Zone Ends” sign.
