Vehicle Access and Dropped Kerbs

The council can construct domestic vehicular crossovers at the request of residents. There is a charge payable for this service and planning permission is required for all roads except "estate type" roads.

If you want to be considered for a vehicle crossing or a dropped kerb to provide access to your property, you will need to complete the standard application form (below). Once we have received your application an inspector will visit. Please be aware that planning permission is required for all classified roads (that generally means all roads except those on housing estates). The council upholds the right to refuse applications.

Council tenants must first contact their estates manager from Wigan and Leigh Housing before proceeding with an application.

Should you wish to apply for a heavy duty (or industrial) crossing or make an excavation, for instance to construct a temporary vehicular crossing across the footway during building works, please contact us for further details.

Highway Approval

  • We aim to give you a decision on your application within 8 weeks, and provide you with guidelines of cost if your application is approved. However, applications where trees, lamp columns, street furniture or large surface access covers are affected may take longer to process.
  • After your application has been approved, you must complete any necessary works to create the parking area (for instance, removing any boundary wall or fence and construction of a hardstanding). Your crossover will not be built until these works have been completed.
  • If your application is approved, we will make every effort to construct the crossover within 12 weeks of receiving your payment. Please note that the work must be undertaken by the council.

Planning Permission

  • If your application for planning permission is approved we will send you a Decision Notice.

The standard charge for a typical dropped kerb crossing involving 5 kerbs as shown on the image above is £234.40 (October 2008).
