A Sustainable Solution for Wigan's Waste

Our existing contract for the treatment and disposal of our waste and the management of our Household Waste Recycling Centres runs out in March 2015. Therefore we are in the process of letting a series of contracts to:

Treat and dispose our residual waste, manage our HWRCs and waste transfer operations
Compost our kerbside collected co-mingled food and garden waste;
Separate and market our kerbside recyclables.

Timetable of Events:

January 2012	An open day was held for interested parties to discuss our waste procurements and a series of 1-1 sessions held with interested parties to discuss what they could offer the borough
29 February 2012	OJEUs published to begin the formal procurement process
June 2012	Eleven bidders taken to Invitation to Submit Outline Solutions (ISOS) for the residual waste treatment and disposal, HWRC management and waste transfer operations contract
June 2012	Eight bidders through to the ISOS stage for the organics waste treatment contact
Summer 2012	Dialogue sessions held with each of the bidders to explore in more detail their solutions
August 2012	Outline Solutions submitted by bidders for evaluation
September/October 2012	Evaluation of Outline Solution bids
November 2012	Four companies (Covanta, FCC Environment, Sita and Viridor) invited to submit Detailed Solutions for the residual waste treatment and disposal, HWRC management and waste transfer operations contract
November 2012	Four companies (Envar, FCC Environment, TEG and Veolia) invited to submit Detailed Solutions for the organics waste treatment contract
December 2012 to April 2013	Further dialogue sessions are planned with bidders to explore their solutions in detail
