The council encourages residents to recycle as much of their waste as possible using the various doorstep collection services, or to take materials to one of the borough's five household waste recycling centres or to the many roadside recycling points.

Frog Lane HWRC Closure

Following on from the recent van and trailer ban, ongoing high traffic volumes and road safety concerns has prompted the council to temporarily close the facility.

The Frog Lane HWRC will close from 19 July, until further notice. Residents should use the nearby alternative recycling facilitiy at Kirkless, Ince (see link below for directions).

Van and Trailer Ban at Orrell

Vehicles with trailers and vehicles requiring permits will not be allowed to use Orrell HWRC with immediate effect  and until further notice.

These measures have been put in place to reduce traffic volume as the present site infrastructure is conflicting with the volumes of waste and traffic currently being handled at these sites.

Residents with trailers or vehicles requiring permits should apply to use their nearest alternative facility. All existing permits issued for Orrell will also be valid for use at other sites.

Hard Plastics added to recycling stream

Hard household plastics are now being accepted at Chanters, Slag Lane & Kirkless HWRCs. Items accepted include:

  • Garden furniture
  • Childrens toys
  • Storage boxes
  • Buckets

Recycling

You can find full details of the borough's five household waste recycling centes and the access policy on this page. Don't forget that there are also over 170 local recycling points around the borough. These handy roadside facilities can be found at many pubs, supermarkets and other public buildings, allowing for a wide variety of materials, such as glass bottles and jars, cans and paper, to be easily recycled. Many sites also offer facilities to donate items, including clothing and books to charity.

The Borough's Recycling Centres

NEW: All types of household batteries and eco bulbs can now be recycled at all these sites.

Kirkless, Makerfield Way, Higher Ince, WN2 2PR

Monday - Friday 8.00am to 8.00pm

Weekends and Bank Holidays 9am - 6pm

Materials accepted: Paper, cardboard, books, directories, plastic bottles, hard plastics, glass bottles/jars, cans/foil, metals, engine oil, car batteries, timber, textiles, inkjet cartridges, videos, CDs, DVDs, garden waste, bricks, rubble and soil, household batteries, plasterboard, gas cylinders, small electrical appliances, flourescent tubes and eco bulbs, large white appliances i.e. fridges, freezers, washing machines, televisions, monitors.

Asbestos will only be accepted from residents at the Kirkless HWRC and an appointment must be booked prior to attending site by contacting WRG Ltd 01942 825755.

Saturdays, Sundays and Bank Holidays 10.00am to 4.00pm

Materials accepted: paper, books, directories, textiles/shoes, cans/foil, metals and car batteries, bricks, timber, rubble and soil, household batteries. small electrical appliances, large white appliances i.e. fridges, freezers, washing machines, televisions, monitors, flourescent tubes and eco bulbs.

The Orrell HWRC will temporarily close for periods throughout the day to allow skip exchanges and service vehicles to operate safely.

- Please note that trailers of any kind are not permitted at Orrell site.

Slag Lane, Leigh, WA3 1BZ

Normally daily 8.00am to 9.00pm

Materials accepted: paper, cardboard, books, directories, glass bottles/jars, plastic bottles, hard plastics, textiles/shoes, cans/foil, metals, 'TetraPak' drinks cartons, engine oil, car batteries, bricks, timber, garden waste, soil and rubble, household batteries, plasterboard, gas cylinders (excluding oxygen and compressed air), small electrical appliances, large white appliances i.e. fridges, freezers, washing machines, televisions, monitors, flourescent tubes and eco bulbs.

Chanters Industrial Estate, Arley Way, off Tyldesley Old Road, Atherton, M46 9FF

Daily 8.00am to 9.00pm.

Materials accepted: paper, cardboard, books, directories, glass bottles/jars, plastic bottles, hard plastics, textiles/shoes, cans/foil, metals, 'TetraPak' drinks cartons, engine oil, car batteries, bricks, timber, garden waste, soil and rubble, household batteries, plasterboard, gas cylinders (excluding oxygen and compressed air), small electrical appliances, large white appliances i.e. fridges, freezers, washing machines, televisions, monitors, flourescent tubes and eco bulbs.

The sites are open daily at the times shown above, but they may close early when full, for servicing or under adverse circumstances. All sites are shut on Christmas Day, Boxing Day and New Year's Day. Contact the council's waste management partners WRG Ltd on 01942 825755 for more information.

HWRC access policy

Wigan Council and its contractors WRG Ltd operate a HWRC access policy. This policy helps to reduce congestion, increase site safety and prevent the illegal deposition of trade waste at the centres. WRG ltd reserve the right to refuse access to anyone not complying with the access policy or attempting to deposit trade waste.

Trade waste is not accepted at any of the sites, depositing trade waste at a Wigan Borough household waste recycling centre may amount to the commission of a criminal offence under section 34 of the Environmental Protection Act 1990.

Orrell HWRCs will only accept household waste brought to site in:

  •  Cars WITHOUT trailers only

Vans, Trailers, pick-ups and other vehicles under the permit scheme will not be accepted at Orrell HWRC.

Slag lane and Chanters HWRCs will accept household waste brought to sites in:

  • A car with or without a single axle trailer up to 3 metres long*
  • A van under 3.5 tonnes with or without a single axle trailer up to 3 metres long* WITH A PERMIT
  • A car or van under 3.5 tonnes with a twin axle trailer (up to 3m long) WITH A PERMIT

Kirkless HWRC will accept household waste brought to site in:

  • A car with or without a single axle trailer up to 4 metres long*
  • A van under 3.5 tonnes with or without a single axle trailer up to 4 metres long* WITH A PERMIT
  • A car or van under 3.5 tonnes with a twin axle trailer (up to 4m long) WITH A PERMIT

*Please note: Trailer length is measured from the hitch to the end of the trailer.

Access restrictions

  • Vehicles over 3.5 tonnes WILL NOT be allowed at any of the HWRC
  • Vehicles WILL NOT be allowed to use a tipping mechanism at any of the HWRC’s vehicles must be manually unloaded.
  • Trailers over 4 metres WILL NOT be allowed at any of the HWRCs
  • Trailers over 3 metres long WILL NOT be allowed at Chanters and Slag Lane sites
  • Trailers of any kind WILL NOT be allowed at the Orrell site. 
  • Anyone deemed to be using abusive or intimidating behaviour WILL NOT be allowed to use any of the HWRCs 
  • Pedestrians WILL NOT be allowed to carry waste onto any of the HWRCs
  • Asbestos will only be accepted from residents at the Kirkless HWRC and an appointment must be booked prior to attending site by contacting WRG Ltd 01942 825755.

For the purpose of this permit scheme a ‘Van’ shall be deemed to be:

  • Any Vehicle without side or rear windows or seats.
  • Any ‘flatback’ vehicle
  • Any ‘pick up’ vehicle, with or without detachable cover to rear load area
  • Any vehicle with ‘blanked out’ rear windows

Each individual vehicle is entitled to a maximum of one permit per month with a maximum per annum limit.

The permit system is monitored and suspected illegal deposition of trade waste will be investigated and may result in prosecution.

Permits are free and should be applied for in advance by calling the Environmental Services Helpline on 01942 404364 during office hours to obtain a permit or apply for your permit online.
