Complaints about litter or fly tipping in council owned houses should be made to the Wigan and Leigh Housing Contact Centre on 01942 705040.
Problems caused by accumulated rubbish in houses, shops or factories can be investigated by the council's Public Health Team on 01942 827110 for Wigan or 01942 733349 for Leigh. You can email ph@wigan.gov.uk.

The Environment Agency (External link) deals with large amounts of illegally tipped waste. There's a free hotline for reporting problems. Phone 0800 807060 with as much information as possible - the time and date, a description of the offender and their vehicle and the kind of rubbish being dumped.

The borough's street scene
The council's Street Scene team run environmental campaigns across Wigan Borough. They also arrange community litter picks and help schools and local groups run cleanliness and landscaping improvements.
The "Kick Litter into Touch" campaign, together with education in schools, aims to promote street cleanliness and encourage everyone to be responsible with their rubbish. The hard hitting anti-litter campaign was launched in 2002. Anyone over the age of 11 is liable for a £50 fine if caught dropping litter. Officers can hand out on the spot fines. Offenders refusing to pay up could end up in the Magistrates' Court facing a fine of up to £2,500.
A strong emphasis on the cleaner greener agenda has resulted in Wigan Borough being a finalist in the North West in Bloom competition for 2006 and 2007. The council and friends, volunteers and community groups have impressed visiting judges with the work done on floral displays, clearing untidy areas, recycling initiatives and partnership working with the community.
