Performance Reports

We monitor progress against the Council's Corporate Strategy on a quarterly basis through our performance reports.

National Indicator Set (NIS) and Local Area Agreements (LAAs)

On 14th October 2010, the announcement by the local government secretary Eric Pickles (External link) effectively abolished LAAs and replaced the NIS with a single list of data (External link) which local government is expected to return to central government.

Through our performance reports, we continue to monitor some of the more useful NIs supplemented by a set of local performance indicators.

Comprehensive Area Assessment

In the past, the Audit Commission and a number of other government bodies monitored and assessed the council (and it's partners) on how well it delivered against the area's priorities and the needs of it's people. Their judgments fed into the annual rating under the Audit Commission’s Comprehensive Area Assessment (CAA). The coalition government abolished CAA and it's associated inspection regime in May 2010.

In the future it is likely that the ways in which councils will be judged on their performance will be less about inspection and more about being open and transparent so council's become more accountable to their citizens. The Audit Commission's Oneplace website (External link) contains the results of Wigan Council's 2009 area assessment and organisational assessment results with the latter summarised below:

  • Managing performance: 3 out of 4 (Performs Well)
  • Use of resources: 3 out of 4 (Performs Well)

Best Value Performance Indicators (BVPIs)

As part of their Best Value duty up to March 2008, council’s were required to publish an annual Best value Performance Plan (BVPP). The BVPP contained a range of specified information about council performance and improvement. Councils were required to measure their own performance against a statutory set of 90 Best Value Performance Indicators (BVPIs). BVPI data was audited and published annually by the Audit Commission.
