Comprehensive Area Assessment
The Comprehensive Area Assessment (CAA) focuses on how well different public bodies work together to improve the quality of life for local people. It’s based on the views of different inspectorates working in partnership and is split into two assessments, the area assessment and organisational assessment.
CAA is an ongoing improvement journey for us all. It is different from what has gone before and focuses on what residents have identified as priorities.

In Wigan these are:
An ambitious community; strong skills that meet business needs and supports a sustainable local economy where people can get round more easily and live in affordable, decent homes.
A strong community that provides positive activities for all with improved community confidence, participation and cohesion; safe and sustainable neighbourhoods.
Living longer with a better quality of life; addressing inequality and making sure our services offer choice and independence.
Improved aspirations, attainment and life chances for children and young people (especially those in most disadvantaged communities).
On the 9 December, the Audit Commission will unveil a new website which aims to be the first choice site for independent information on the performance of local public services throughout England.
The new Oneplace website features the results of the Comprehensive Area Assessment (CAA). It will show how we are doing along with our partners on the issues that matter most in our local area. It will highlight where things are going well, where there may be problems and how councils and their partners are working together to improve quality of life for residents.
If our area is getting exceptional results or has improved in a way that others can learn from, they’ll highlight it with a green flag. In places where they have significant concerns about the likelihood of improvement in agreed local priorities, they’ll give red flags. It may be the case that we receive no flags at all. However the assessment will tell us where we need to improve and where they feel we are achieving good results for local people.
There will also be an assessment of the council as an organisation, this will be scored on a 1 to 4 basis (4 being the highest performing). These assessments will be available online, in print and through other media. They will make for an evolving picture of life in Wigan and will be written in straightforward, jargon-free language.
