Best Value Performance Indicators

As part of their Best Value duty, most council’s are required to publish a Best value Performance Plan (BVPP) in June each year. The BVPP must contain a range of specified information about council performance and improvement.

Transfer of Employees Statement

Between 1 April 2007 and 31 March 2008 374 people were TUPE transferred from Adult Services (Home Care and Community Meals) to Anchor Trust, Alpha Home Care, Always There Home Care, Careforce Group, Goldsborough, Shaw Care and ICare.

Transfers of employees in those circumstances must comply with the Code of Practice on Workforce Matters in Local Authority Service Contracts, the code covers terms and conditions of employees. All transfers made between 1 April 2007 and 31 March 2008 complied with the Code.

We have published our performance for the 2007-08 Best Value Performance Indicators (BVPIs) as a series of performance tables. We will shortly publish a series of performance briefings for each theme such as the environment or housing.

Each performance briefing will contain:

  1. An explanation of how to use the performance briefing;
  2. our performance for each BVPI and local performance indicator under that theme. This is illustrated by a graph that shows the trend in our performance together with our target and future 3 years targets. It will also show the performance of the best and worst 25% metropolitan authorities in England for comparison (where available); and
  3. a description of each performance indicator and the detail of our performance such as how we performed against our target and the best and worst 25% of metropolitan authorities. You will also see a comment about our performance for each indicator.
