The department has an important role in making Wigan Borough a prosperous and attractive place to live. Bringing all these aims together means planning for jobs, homes, shops and leisure; protecting and improving the environment to ensure that everyone in the borough, regardless of age, gender or affluence, share in the opportunities on offer.

Much of what we do is laid down by law. We are obliged to provide, and keep up to date, a Unitary Development Plan, which will be replaced by the Local Development Framework, to deal fairly and efficiently with planning applications, to enforce the Building Regulations, protect historic buildings and valuable trees and conserve natural habitats.

We provide help and advice to businesses and local communities, attract external grant aid into the borough and manage major regeneration programmes.

The council is the highways authority for the borough and has statutory duties to provide a safe and accessible roads network. The department’s services include highway design and maintenance, street cleaning, road safety education, street lighting and traffic management. We also provide the school crossing patrol service and a child car seat hire service.

We aim to effectively improve neighbourhoods and tackle problems associated with anti-social behaviour, litter, alcohol and drugs. We offer advice about health and safety, food hygiene and enforcement of the criminal law on trading standards.

Front line services include the collection and disposal of household rubbish from residents and promoting and managing recycling, including collections of paper and green waste and from a network of roadside recycling facilities.
