The council is carrying out a review of the way decisions are made on local issues across the whole of Wigan Borough, and wants to hear your views. This process, called a “Community Governance Review” will look at the best ways of enabling you to influence decisions affecting you and represent the interests of your area. This can be through a variety of arrangements, some of which are explained in more detail on this website.
We recently received petitions from some residents of Atherton and Leigh, asking for Town Councils to be set up in those areas. This means we need to look at the arrangements in those areas, but also provides a good opportunity to review them right across the borough.
Wherever you live in Wigan Borough, we want to know what you think about community governance in your area. If you live in Atherton or Leigh, where the petitions have been compiled, we particularly want to know what you think about the idea of a Town Council for your area. If you live in Shevington or Haigh, you can tell us your views on having an existing Parish Council. If you live outside these areas, you can tell us if you want a Town or Parish Council for your area.

When we have had an opportunity to consider all the responses we receive to this consultation, the council will decide what to do next based on those responses. This will probably involve setting out draft proposals for future community governance arrangements, and then carrying out further consultation on those proposals. It may include some sort of ballot or referendum in some areas if strong views come forward for particular arrangements.
