34 Minutes: The minutes of the meeting of this Committee held on 15 January 2010 were approved as a correct record.
35 Licensed Premises Enforcement Procedure: The Committee received a joint presentation by the Principal Trading Standards Officer, Terry Gregson and the Greater Manchester Police Representative, PC Liptrot, which informed Members of the three phases of the Licensed Premises Enforcement Procedure, namely:
- Phase One – Formal Advice/Warning - Incident investigation and advice to address issues – written confirmation / warning.
- Phase Two – Action Planning - Investigation of continuing problems – written Action Plan agreed and monitored.
- Phase Three – Enforcement Action - Premises fail to improve – Licence Review and/or prosecution.
Members made comments on the presentation and asked questions.
Resolved: The Committee thanks the Officers for the presentation.
36 Policing and Crime Act 2009 – proposed mandatory code for alcohol retailers: The Committee considered a report of the Interim Executive Director of Environmental Services, presented by the Licensing Manager, Steve Wearing, which informed Members of the Government’s proposals to introduce five new mandatory conditions and certain other measures to address alcohol-related crime and disorder and public health concerns.
Since the publication of the agenda for this meeting, the Home Office had issued further information regarding the meaning of the five proposed mandatory conditions and this had been distributed to the Licensing Committee Members prior to the meeting.
Resolved: The Committee notes the report.
