38 New Executive Arrangements: The Council considered a report of the Service Director – Borough Solicitor, Kevin Lawson, on the requirement of the Local Government Act 2000, as amended by the Local Government and Public Involvement in Health Act 2007, that the Council must choose a new form of executive arrangements. The legislation required a decision to be made by 31 December 2009 and the Council should select either a Leader and Cabinet model with a stronger role for the Leader, or decide to change its governance arrangements to include an Elected Mayor. The report advised Members of the results of a recent consultation exercise and the recommendation of Cabinet made at its meeting on 22 October 2009 (minute 94 refers), the Council approve the revised Leader and Cabinet model for executive arrangements.
The special Council meeting had been called as required by statute to consider changes to the Council’s executive arrangements.
Resolved: The Council confirms that this Council shall adopt the Strong Leader and Cabinet option for executive arrangements and that implementation will follow the May 2010 elections.
