Election of Mayor: It was moved by Councillor G M Bretherton and seconded by Councillor J Hilton and

Resolved: Councillor Mark Aldred is elected Mayor of the Metropolitan Borough of Wigan for the ensuing Municipal Year.

The Mayor (Councillor Mark Aldred) then occupied the Chair.

Councillor Mark Aldred made the declaration of acceptance of office, announced that his wife, Councillor Mrs Karen Aldred would be his Mayoress and that Reverend S Wilkinson would be his Chaplain. He then returned thanks for his election.

2 Visit to Church: The Mayor extended an invitation to all Members of the Council, the Chief Officers and others to accompany him to a Civic Service at Atherton Parish Church at 11.00 a.m. on Sunday, 24 May 2009.

3 Mayoral Charity: The Mayor announced that he would be setting up a Mayoral Charity during his year in office and that the proceeds would be donated to Dementia Services and Meningitis Awareness Raising.

4 Vote of thanks to retiring Mayor: It was moved by Councillor J S Birch and seconded by Councillor W Rotherham and

Resolved: The warmest thanks of this Council are accorded to Councillor Rona Winkworth for the able, courteous and acceptable manner in which she has filled the office of Mayor of this Metropolitan Borough during the past Municipal Year.

Other Members of the Council paid personal tributes.

The retiring Mayor expressed her thanks to all who had assisted her during her term of office as Mayor of the Metropolitan Borough of Wigan.

5 Election of Deputy Mayor: It was moved by Councillor M W Winstanley and seconded by Councillor N R Whittingham and

Resolved: Councillor Henry Linton Cadman is elected Deputy Mayor of the Metropolitan Borough of Wigan for the ensuing Municipal Year.

Councillor Henry Linton Cadman made the declaration of acceptance of office, introduced his wife, Mrs Sheila Cadman, as Deputy Mayoress and returned thanks for his election.

There then followed an adjournment of one hour to allow the personal guests of the Mayor and the Deputy Mayor together with Councillors to withdraw to the Charter Suite.

The Council considered the following Government advice on the composition of Overview and Scrutiny Committees:

“In deciding the membership of overview and scrutiny committees, local authorities will need to take into account the particular skills and expertise required to ensure that thorough and informed reviews take place. They should consider whether to include those who are not members of the local authority to bring outside views to the work of such committees. This is in addition to the requirements in Schedule 1 to the Act.

Where there is a majority group, local authorities might consider it appropriate to have all or some of these committees chaired by members outside the majority group or by church or parent governor representatives. Overview and Scrutiny should be constructive and not merely be there either always to oppose the executive or to rubber stamp the executive's decision.”
