1. Welcome to new Members: On behalf of the Cabinet, the Executive Leader extended a warm welcome to Councillors G M Bretherton and F B Walker, new members of the Cabinet.
2. Apologies for absence: There were none.
3. Minutes : The minutes of the meeting of the Cabinet held on 14 May 2009 were approved as a correct record.

5. Wigan Local Development Framework Core Strategy: The Cabinet considered a report of the Executive Director of Environmental Services that sought approval to issue the Local Development Framework Core Strategy preferred options for consultation.
The Executive Director introduced the newly appointed Service Director for Development who would be taking the lead on the Strategy.
The report set out details of the alternative options to be considered. The reason for selecting the one recommended was because it was the most sustainable option when considered against the full range of sustainability objectives and it has received the most support from the community and other stakeholders. This option also used the opportunities presented by ‘Schools for the Future’, sites attractive to the market and known investment programmes of key stakeholders to drive the regeneration of the borough and capitalise on its growth potential.
Resolved: The Cabinet:
- approves the Local Development Framework Core Strategy preferred options for the purpose of consultation between June and August 2009; and
- refers the report to the Economy, Environment Culture and Housing Scrutiny Committee, to seek its views as part of the consultation process.
6. Building Schools for the future (BSF) – appointment of selected bidder: The Cabinet considered a report of the Executive Director of Children and Young People’s Services which, informed Members of the Building Schools for the Future procurement processes undertaken to date and the arrangements for selecting a selected bidder in June 2009.
Members asked questions, to which the Deputy Chief Executive and the Executive Director of Children Young People’s Services responded.
There were no alternative options to be considered.
The Mayor had consented to this item being exempt from call in, in view of the requirement to appoint a selected bidder within the prescribed timeframe.
Resolved: The Cabinet:-
(1) agrees, t hat on securing the signature of Transformational Learning Partnership (TLP) to the Selected Bidder letter, setting out the required terms of negotiation, to appoint TLP as the Selected Bidder designate to deliver the Salford and Wigan Building Schools for the Future programme.
(2) authorises the Service Director – Wigan Schools for the Future, with advice from the Service Director – Borough Solicitor and the Service Director – Corporate Services to:-
- authorise the signing of the selected bidder letter, which in addition to outlining the requirements of the Council, also describes the commercial position reached in negotiations to date;
- continue negotiations with TLP, with a view to achieving financial close of the project in October 2009;
- develop the proposals for the Local Education Partnership (LEP) in accordance with the principles determined through dialogue and in consultation with representatives from Salford City Council;
- negotiate and agree the final form of the commercial documentation and any other associated documentation which may be required for the project; and
- advise Catalyst that they have been placed on standby as reserve bidder for the duration of the selected bidder stage negotiations.
(3): The Cabinet:-
- notes that Salford City Council’s Cabinet will meet to consider the recommendation on 26 May 2009 and as this is a joint procurement exercise, the Cabinet agrees that the name of Wigan’s preferred bidder be excluded from the minutes of this meeting;
- agrees that the name of the selected bidder be published on 26 May 2009 to coincide with the decision taken by Salford City Council; and
- notes that the Mayor has consented to this item being exempt from call-in in view of the requirement to appoint a selected bidder for Building Schools for the Future within the prescribed timeframe.
