53 Minutes: The minutes of the meeting of this Panel held on 21 January 2009 were approved as a correct record.

55 Playing fields update: The Panel received a presentation by Mr A Bond, the Parks and Regeneration Manager, on the work Wigan and Leisure Culture Trust carried out on maintaining and improving the quality of grass pitches and associated changing facilities across the borough.

The Panel asked questions to which officers present responded.

Agreed: The Panel:-

  • notes the presentation; and
  • thanks the Parks and Regeneration Manager for the presentation.

56 Performance monitoring review of Wigan Leisure and Culture Trust (April 2008 – December 2008): The Panel considered a report, that summarised the performance of Wigan Leisure Culture Trust against agreed criteria for the period April 2008 to December 2008.

The Panel asked questions to which the Executive Director of Wigan Leisure Culture Trust responded.

Agreed: The Panel notes the report now submitted.

(Councillor R Brierley declared a personal and non prejudicial interest in this item because of his regular usage of Wigan Leisure Culture Trust facilities).

57 Local Government Association (LGA) Sustainable Communities Regeneration award: The Panel considered a report of the Executive Director of Environmental Services, which informed Members of the recent award given to Wigan Council through the Local Government Association Sustainable Communities Award.

The award was in aid of the recognition of projects that had engaged local residents to deliver social, economic and environmental goals.

Agreed: The Panel notes the report now submitted and congratulated all involved in achieving the award.

58 Update of twinning activities: The Panel considered a report of the Executive Director of Environmental Services, which updated Members on the twinning activities with Angers, France.

The Panel asked questions, to which the Executive Director of Environmental Services responded.

Agreed: The Panel notes the report now submitted.

59 Wigan Economic Partnership minutes – 15 January 2009: The Panel considered a report of the Executive Director of Environmental Services, which updated Members on the work and key decisions made within the Wigan Economic partnership.

Agreed: The Panel notes the report now submitted.

60 Westwood Park – development costs update: The Panel considered a report of the Executive Director of Environmental Services, which informed Members of the updated costs and related prudential borrowing requirements for the Westwood Development project.

The Cabinet had considered this report at minute 207.

The Panel asked questions, to which the Executive Director of Environmental Services responded.

Agreed: The Panel notes the report now submitted.

61 Wigan for Work European Programme closure: The Panel considered a report of the Executive Director of Environmental Services, which set out the financial implications of the European Objective 2 programme 2000/06.

The Cabinet had considered this report at minute 237.

The Panel asked questions, to which the Executive Director of Environmental Services responded.

Agreed: The Panel notes the report now submitted.

(Mr P Foster declared a prejudicial interest in this item due to his employment with Wigan Chamber of Commerce and left the meeting during discussion thereon)
