68 Draft house extensions design guide supplementary planning document: The Committee considered a report, which would be considered by Cabinet, that informed Members of the Council’s draft supplementary planning document on house extensions design guide.
The purpose of the design guide was to expand on Policy R1D ‘The Design of New Residential Development and House Extensions’ in the replacement Wigan Unitary Development Plan and to offer guidance on the development of house extensions.
Resolved: The Committee endorses the report.

70 Dates and times of meetings 2009/10: The Committee considered a draft programme of dates and times of meetings of Council and Committee’s for 2009/10. Cabinet at minute 193 had invited comments from the Committees.
Resolved: The Committee endorses the draft programme of dates and times of meetings for 2008/09 now submitted.
71 Planning proposals: The Committee considered planning and related applications, which had been submitted to the Council. Reports and associated documentation and representations had been circulated with the agenda.
Resolved: (1) The decisions of the Committee on the planning and related applications are as set out in the schedule attached;
(2) In respect of Application A/08/72193 To install ATM in shop front (Re-submission of A/08/71281), the Planning Committee requested that Officers contacted the Post Office to express their disappointment in relation to the lack of engagement by the Post Office with the Local Planning Authority.

A/08/72193 To install ATM in shop front (Re-submission of A/08/71281)
Location: Post Office, 290 Wigan Road, Ashton-in-Makerfield (Bryn ward)

Reasons:
1. The proposed ATM will be installed in the external elevation of the existing building and will be available for use 24 hours a day. The location of the ATM is sited immediately adjacent to an open access route which provides an area for people to loiter and congregate. There is poor natural surveillance to the side access and to the area of hardstanding to the rear of the shops, which unacceptably increases the potential for the users of the machine and employees for 'cash in transit' to become victims of crime. The proposal thus conflicts with the objectives of Policy EV3A, G1A and A1 of the Replacement Wigan Unitary Development Plan.
2. The siting of the proposed ATM would have an adverse impact on the residential amenity of the occupiers of the nearby residential properties by way of noise generated from the arrival and departure of potential users 24 hours a day, and is therefore contrary to Policy G1A of the Wigan Replacement Unitary Development Plan.
3. This application has been refused on the basis of the following plans; Drawing no. 1470-151-1 and 1470-151-2 received on 10.11.2008.

2. Before any part of the development hereby approved is commenced, a comprehensive and detailed schedule of works, together with detailed drawings and a schedule of materials, shall be submitted to and approved in writing by the Local Planning Authority. The schedule and drawings shall include all proposed work to windows, rooflights, doors, brickwork, stonework, including bonding and plaster jointing, timber work (including jointing), plasterwork, roof material and rainwater goods and shall include details of design and appearance. Prior to the commencement in occupation of any of the units hereby granted permission, details of secure storage faciliies for nine cycles and of bin storage facilities for the development, shall be submitted to, and approved in writing by the Local Planning Authority. Such approved cycle storage and bin storage facilities shall be fully provided before the use of any of the apartments commences, and thereafter retained.
5. No development hereby permitted, excluding demolition works, shall be commenced until the arrangements for provision and future maintenance of public open space and play space commensurate with the number of dwellings proposed, in accordance with Replacement Unitary Development Plan Policy R1E, have been submitted to and approved in writing by the Local Planning Authority. The approved arrangements shall be implemented before any dwellings are first occupied.
6. Before any works commence in pursuance of this consent, details of the steps and precautions to be taken to secure the safety and stability of the remaining/adjoining Listed Building in the course of the works shall be submitted to and approved in writing by the Local Planning Authority, and such steps and precautions shall be undertaken in full prior to commencement of demolition and maintained until completion of the works.
