38.2 Licensed private hire vehicle - suspension: The Sub Committee considered a report, which advised Members of the suspension of a licensed private hire vehicle licence.
The applicant and his representative attended the meeting and answered questions
Resolved: The Sub-Committee will allow the applicant to carry out repairs to the vehicle and to have the vehicle re-inspected and if it meets the Council’s fitness standards, to remove the suspension. If the vehicle fails the inspection, it should be brought back before this Committee.
38.3 Licensed private hire vehicle - suspension: The Sub Committee considered a report, which advised Members of the suspension of a licensed private hire vehicle licence.
The applicant and his representative attended the meeting and answered questions.
Resolved: The Sub-Committee will allow the applicant to carry out repairs to the vehicle and provide the Council with a report at his own cost from a suitably qualified independent Motor Engineer confirming that the accident repairs have been carried out to the required standard, and to have the vehicle re-inspected. If a satisfactory report is received and the vehicle meets the Council’s fitness standards, the suspension will be removed. If the vehicle fails the inspection, it should be brought back before this Committee.
38.4 Application to renew a private hire vehicle licence: This item was withdrawn.
39 Application to display Commercial Advertising on private hire vehicles: The Committee considered a report of the Executive Director of Environmental Services, which informed the Members of a request made to the Council to disapply conditions attached to privated hire vehicle licenses to allow the display of commercial advertisements on the rear doors of such vehicles.
Resolved: The application is refused as it is against Council policy and the displaying of advertising signs would confuse members of the public who may find it difficult to differentiate between private hire vehicles and hackney carriage vehicles.
40 Counterfeit Goods Sold In The Work Place: The Committee considered a report of the Executive Director of Environmental Services, which informed Members of a publicity campaign deterring the illegal sale of counterfeit goods in the borough. The campaign would raise public awareness of the seriousness of counterfeiting.
Resolved: The Committee notes the report now submitted.
41 Primary Authority Scheme: The Committee considered a report of the Executive Director of Environmental Services, which informed Members of the introduction of the Primary Authority Scheme and of potential impact on the Council’s Regulatory Services. Primary Authority arrangements involved significant advice and support, beyond that which would usually be considered to be part of the regulatory function.

42 Consultation on the provision of accessible hackney carriages: The Committee considered a report of the Executive Director of Environmental Services, which informed Members of the result of consultations carried out in respect of the provision of accessible hackney carriages and which made recommendations using the results of that consultation and other advice.
Resolved: The Committee notes the results of the consultation on the provision of accessible hackney carriages. Having taken the results of the consultation and recommendations of the European Conference of Ministers of Transport and International Road Transport Union on improving access to taxis into account, approves the re-instatement of the policy as approved on by this Committee (minute 42, 2006 refers) and Cabinet (minute 201, 2006 refers) from 1 April 2009 subject to the amendment of the date referred to in paragraph 9.3 (4) from 1 January 2012 to 1 January 2014.
