The Chairman thanked the students at Byrchall High School for their assistance at the last meeting of the Children and Young People’s Panel.

40 Minutes: The minutes of the meeting of this Panel held on 6 November 2008 were approved as a correct record. Legal replied to a question which had been raised by Reverend Buckley regarding compliance with The Energy Performance of Buildings Directive. A copy of the response will be sent to Reverend Buckley.
41 Response to Haringey Joint Area Review: The Panel considered a report of the Executive Director of Children and Young People’s Services, which would be considered by Cabinet at its meeting to be held on 22 January 2009. The Overview and Scrutiny Committee had considered the report at minute 119. The report outlined the actions undertaken in Wigan in response to the recent Joint Area Review in Haringey, following the death of Baby P.
The Safeguarding Board met on 14 January 2009 and agreed one joined up plan between agencies.
Training would be arranged for Members of the Children and Young People’s Panel to reinforce their responsibilities as Members of this Panel.
Agreed: The Panel endorses the recommendations set out in the report now submitted.

42 Wigan’s Strategy for School Places and Buildings 2008-2009: The Panel considered a report of the Executive Director of Children and Young People’s Services, which would be submitted to Cabinet, and informed Members of the consultation on the draft strategy which:
- updated Strategy for School Places and Buildings;
- updated protocol and procedure for conducting provision planning reviews contained in the document; and
- set out a new protocol and procedure for establishing a new school by competition contained in the document.
A Co-opted Member raised concerns that he had not been invited to, or been made aware of the recent meeting at the JJB stadium. The Chairman confirmed that no members of this Panel had been invited to this meeting but would be invited in future.

43 Children and Young People’s Plan Quarter 2 Progress Report: The Panel considered a report of the Executive Director of Children and Young People’s Services that informed Members of the summary of progress in CYPP key indicators at the end of Quarter 2 2008-2009.

44 Outcome of Ofsted Annual Performance Assessment 2008 for Wigan: The Panel considered a report of the Executive Director of Children and Young People’s Services, which would be submitted to Cabinet. This informed Members of the outcome of Ofsted’s 2008 Annual Performance Assessment for Wigan.
The latest figures would be published before the next meeting of this Panel.

45 Maypole Development: Allocation of Financial Contribution: The Panel considered a report of the Executive Director of Children and Young People’s Services which informed Members of the financial contribution to education provision from the developers of the Maypole Estate, Abram, and which proposed the allocation of funds to schools in the area. An appendix to this report was tabled at the meeting.

47 Primary Strategy for Change: Report on Stage 1 Consultation for Reorganisation of Ince St Mary’s CE and Britannia Bridge Primary Schools: The Panel considered a report of the Executive Director of Children and Young People’s Services, which informed Members of the results of stage 1 consultation on the proposal to close St Mary’s CE and Britannia Bridge Primary Schools, Ince and to establish a new primary school.
