50 Reablement Services: The Panel considered a report and watched a presentation of the Executive Director: Health and Wellbeing, which briefed Members about the work and progress of the Reablement Team. The feedback from people who had used the service had been extremely positive, likewise the feedback from social work staff who acknowledged that the approach was much more person centred and flexible than the regular home care package was also positive. This service fitted into the personalisation agenda and people were being supported to regain or maintain control of their own lives.

Agreed: The Panel notes the report and thanks officers from the Reablement Team for their presentation.
51 Commission for Social Care Inspection (CSCI) Annual Performance Assessment 2007/08: The Panel considered a report of the Executive Director: Health and Wellbeing, which informed Members of the outcome of the Annual Performance Assessment of Social Care Services for Adults. The improvement in performance in certain outcomes was welcomed by the Panel, though it was considered important that performance continued to improve for the municipal year 2008-2009 and beyond. The areas for improvement highlighted by CSCI would be a priority over the coming months and would be an essential factor in seeking to achieve further improvement.

52 Performance monitoring: The Panel considered a report of the Executive Director: Health and Wellbeing, which informed Members about changes in the social care performance framework, presented the new indicators and reported progress for the first two quarters of 2008/09. The report outlined the overall performance for the first two quarters on the new national performance data sett which indicated, that where targets had been finalised and data was available, 66% of indicators were on target or were better than target.

53 Adult Services Budget Monitoring Report 2008/09: The Panel considered a joint report of the Executive Director: Health and Wellbeing and the Executive Director: Business Support Services, which advised Members of the Budget monitoring position for Adult Services after the first 8 months of 2008/09 and which commented on the budgetary issues that needed to be addressed during the year.

55 Minutes of Single Commissioning Agency (SCA) – Joint Shadow Board,
30 October 2008 and draft minutes – 18 December 2008: The Panel considered the minutes of the SCA held on 30 October 2008 and draft minutes of the meeting held on 18 December 2008. The Chairman informed the Panel that, at his request, to obviate delay, the SCA had agreed that the draft minutes of the SCA would be submitted to the Adult Services Panel for information prior to their ratification by the Board.

56 Transforming Social Care: The Panel considered a report of the Executive Director: Health and Wellbeing, which described the approach the Adult Services Department intended to take towards the main themes of the Putting People First concordat and Transforming Social Care guidance from the Department of Health. Transforming Social Care had been described as the biggest change programme in the public sector for several decades. The report outlined the approach which would be taken and the progress in its implementation in the Wigan Borough.

57 Contracts Delegations: The Panel considered a report of the Executive Director: Health and Wellbeing, which informed Members of the decisions made by the Executive Director: Health and Well Being which incorporated a value in excess of £250,000.
