7 Application for a new premises licence - 5.30 News, 158 Holden Road, Leigh: The Licensing Sub-Committee considered a report, which set out details of an application for a premises licence for which representations from interested parties had been received.

This application was first heard on 19 November 2008 where a map was produced for consideration by the Sub Committee to decide, in their opinion, who did and did not live in the vicinity of the applicant’s premises. It was decided by the Sub Committee that any property not shown on the map within one half of a mile radius of the applicant’s premises would not be in the vicinity and therefore would not be considered as a relevant representation. The Sub Committee considered the application and their decision was to grant the licence. During the hearing, the subject of the accuracy of the map was questioned as not reflecting a true picture of the properties that were within one half of a mile radius of the applicant’s premises. A subsequent check revealed that the map was inaccurate.

In the circumstances it was decided that the hearing should be re-opened in order that representations from persons previously thought to reside outside the vicinity could be heard and considered.

The applicant and two interested parties attended the hearing and answered questions.

Resolved: The application meets the four Licensing Objectives, therefore the Sub Committee grants the application as submitted.
