7 Application for the variation of a premises licence, Georgia Browns, 79-81 market Street, Hindley: The Licensing Sub-Committee considered a report, which set out details of an application for a premises licence for which one letter of representation had been received.
The applicant’s representative attended the hearing and answered questions.
The application was altered during the hearing due to an error made on the application form at Boxes F, G & H. Recorded music would be permissible indoors only.
Drinks would not be permitted in the beer garden after 12:00 a.m. when the area would be for smoking patrons only.
During the hearing the applicant’s representative offered the following conditions to be attached to the licence:
- persons who appear to be under the age of 21 shall be required to produce proof of age by way of a recognised proof of age card accredited under the Proof of Age Standards Scheme (PASS) or if a proof of age card is not available a photo driving licence, passport or accredited student card (sample condition CD20);
- all external doors and windows shall be kept closed when regulated entertainment is being provided except in the event of an emergency (sample condition PPN4);
- the licence holder or his representative shall conduct regular assessments of the noise coming from the premises on every occasion the premises are used for regulated entertainment and shall take steps to reduce the level of noise where it is likely to cause a disturbance to local residents. A written record shall be made of those assessments in a log book kept for that purpose and shall include, the time and date of the checks, the person making them and the results including any remedial action (sample condition PPN6);
- there shall be placed at all exits from the premises in a place where they can be seen and easily read by the public, notices requiring customers to leave the premises and the area quietly (sample condition PPN7);
- live music will terminate at 12.30am on Thursdays, Fridays and Saturdays and at 2.00am on Christmas Eve and 4.00am on New Year’s Eve; and
- the beer garden is not to be used after midnight except for customers who wish to smoke. No drinks may be taken outside into the beer garden after midnight.
Resolved: The Sub Committee grants the application as amended above. The Chairman also suggested that the applicant liaise with local residents to discuss any problems as they arise.
