25 Minutes: The minutes of the meeting of this Panel held on 17 July 2008 were approved as a correct record.

Members were asked to note that the next meeting of Children and Young People’s Panel will be held at The Byrchall High School, Warrington Road, Ashton-in-Makerfield, Wigan, WN4 9PQ.

26 Children’s centres phase 3: The Panel considered a report, which will be submitted to Cabinet dealing with the next round of Children Centres to be developed as part of Phase 3 (2008-2010) of the Children Centre Strategy.

Members asked questions, to which the Director of Children and Young People’s Services responded.

Agreed: The Panel endorses the report now submitted.

27 School working pattern 2010-2011: The Panel considered a report, which had been considered by Cabinet, that sought approval for the school work pattern for 2010/11.

The Cabinet had considered the report at minute 59.

Members asked questions, to which the Director of Children and Young People’s Services responded.

Agreed: The Panel notes the report now submitted.

28 Outcome of Ofsted Inspections of schools in Summer Term 2008: The Panel considered a report, that informed Members of the outcomes of school inspections in the Summer Term 2008.

Agreed: The Panel notes the report now submitted.

(Councillor Mrs K Aldred declared a personal and non prejudicial interest in this item as her child attends Hesketh Fletchr CE High School, Atherton. Rev Deacon R Moore declared a personal and non prejudicial interest in this item because he is a Governor for Holy Family Catholic Primary School, Platt Bridge. Councillor Mrs S Loudon declared a personal and non prejudicial interest in this item because she is a Governor at Hesketh Fletcher, CE High School, Atherton).

29 Building schools for the future: Review of mainstream secondary schools - report on the stage 3 consultation on the proposal to close PEMBEC - Pemberton Business and Enterprise College: The Panel considered a report, which would submitted to Cabinet, dealing with the results of the stage 3 consultation (Statutory Notice) on the proposal to close PEMBEC and the final decision on the proposal (Stage 4).

Members asked questions, to which the Director of Children and Young People’s Services responded.

Agreed: The Panel endorses the report now submitted, subject to the Panel’s concerns being taken to Cabinet regarding transport and continual effective education for pupils affected by the closure of PEMBEC.

30 Review of provision and use of resourced schools: Outcome of statutory consultation on the provision of resourced places at Hawkley Hall High School: The Panel considered a report, which will be submitted to Cabinet, dealing with the outcome of statutory consultation on the proposal to provide resourced places for pupils with low severity autism at Hawkley Hall High School and to implement the proposal with effect from 1st September 2009.

Members asked questions, to which the Director of Children and Young People’s Services responded.

Agreed: The Panel endorses the report now submitted.

31 Wigan Safeguarding Children Board (WSCB) - minutes of the meeting held on 25 February, 21 April and 2 June 2008: The Panel considered the minutes of the proceedings of the meeting of the Board held on 25 February, 21 April and 2 June 2008.

The Overview and Scrutiny Committee had considered the report at minute 69.

Agreed: The Panel notes the report now submitted.
